Helping Delinquents During the past 3>/g years, Gov. Welsh worked to establish a youth conservation corps of volunteers from the state delinquents. Some people felt that there was no need for such a problem, others, that while the problem exists, other private groups and service clubs could handle it better. The progarm was finally put into effect last year. From the Fort Wayno area, eight boys were sent — boys who had fairly serious records of delinquency, but who volunteered, and apparently wanted to help themselves. Richard P. App, Fort Wayne office manager of the Indiana employment security division, happened to be in Decatur Tuesday, so we asked him about the program. One of the eight boys became seriously interested in forestry, App told me. Os course, he had dropped out of high school, so he wasn’t eligible for any forestry job to speak of. But he was interested, and wanted to work in that area. App took the matter up with Jacques Leßoy, director of the Indiana Youth Council. Leßoy took the matter under advisement to see what he could do. About three weeks later App got a call from him, asking App to get the young man to Indianapolis. The youth had no way of getting there, so App checked with the state police, and they passed him along from district to district all the way to Indianapolis. The young man got a job in forestry in a state where forestry is a major industry — Idaho, and is happily adjusted to it, working hard in his newlyfound field. ■ > Another of the young men returned, and soon had a decent job with advancement opportunities, locally, all because of his training in the program. Os course two out of eight, isn’t very many numerically. But percentage-wise, it is 25%, a very good average. And It Indicates the possible potential of a voluntary, high-prestige training program for delinquent youth, for dropouts who need further help before they can profitably enter the job market. ' It is another way that we as people, through what we call government, work together to provide services that we cannot or do not provide in other ways. Editorial Written by Dick Keller

One of the changes sought is amendment <jf the old retail installment sales act to permit the financing of the state sales tax in a security agreement. The old retail act set forth precisely the .items that may be included in the principal balance on which an interest rate may be charged. There is no provision in the sales tax law for financing these amounts. There will also be a review of motor vehicle inspection legislation which will be introduced in the 1965 Indiana legislature by the state office of traffic safety. Also, there will be extensive discussion on means for the elimination of possible discrimination against auto dealers on their personal property tax assessments. Observe National Youth For Christ The Decatur-Monmouth Youth For Christ club is currently observing national Youth For Christ Week. , ' > • The observance began last Saturday nigjit with a large rally at Decatur. Oven/500 people. 450 of them teenaafc's, attended and viewed the film "God’s Country.'' This year's national YFC week is centered on the slogan, "Remember Him.” The week is being marked with billboards, advertising, club meetings and rallies across the country. The film, "Who's Confused,” is being shown this week at the seven YFC clubs in the area. The clubs arc -directed by Wes Christian, ji full-time employ- of the Adams county area Youth For Christ organization. The local Decatur-Monmouth YFC club is presided over by copresidents Pam Nidlinger and Gary Hammond. The club meets every Friday at 3:45 p. m. and is open to all teenagers interested in knowing more about Christ, associating .with other Christian teens and becoming more active in their loi.-al churches. All YFC clubs have a quiz team. vJThe team memorizes chapters and books of the Bible and then matches their ability at answering questions with another team. False Alarm Brings Out Local Firemen Local firemen received this morning what appeared an intentional false alarm. The fire department was noticied at 7:50 am. of a fire at 321 Elm street, but when they arrived on Elm street, they discovered there was so such address. After searching the area for about 20 minutes, they returned to the station.
