New British Leader Acts On Trade Gap
By HOL NaWBOM UPI rentes Hews Analyst As leader at Britain's Labor party, Harold Wilson made much during the last election campaign of the stop-go economy which had plagued the country through the IMO'S and into the 1960’5. This week, as the new prime minister, he began putting into effect the policies which he believes will stop the potentially disastrous practice in which Britain spends more than she earns. Britain’s trade gap this year will amount to right around $2 billion, and Wilson’s first step was to discourage Imports by clamping on a 15 per cent surcharge on items which he believes Britons can do without or manufacture for themselves. Recognise Stagnation Despite pre-election fireworks, the measure probably was not much different than would have been taken by Wil- ' son’s Conservative predecessors had they, and not Labor, won the election. The stagnating effect of stop-go government economic policies had been recognized by the Conservatives in 1961 and the first steps taken revitalize British industry and exports. years ago. Knows Campaign Issues Martha discusses campaign issues knowingly with her audiences and does not hesitate to answer questions from reporters and voters. She and Vance were put in the position once of seeming to contradict each other in their replies to questions about Bobby Baker but she quickly smoothed the matter over. In her speeches, she directly attacks her husband’s Republican opponent, State Sen. D. Russell Bontrager, sometimes with more warmth than her husband. Martha, a former school teacher, began her political career as a precinct vicecommitteeman in Evansville and was credited by politicians as contributing greatly to his election as mayor there. In addition to her campaign talks, Martha supervises the activities of their children. She is aided this campaign by 20-year-old Sandra, now Mrs. Larry Schott, who with her husband has been staying at /the Hartke home in Falls Church, Va., much of the time her mother was in Indiana. All on Train Tour All nine Hartkes expect to be on a whistle-stop campaign trip Oct. 28 which is scheduled to leave New Albany at 7 a.m. and wind up in Hammond at 3:15 p.m. The possible exception is 16-year-old Wayne, whose high school football coach may put his foot down on further absences. Wayne joined President Johnson’s daughter Luci when she campaigned in Indiana and has contributed in other ways to his father’s campaign. He plays a guitar and sings at some gatherings, hootnanny fashion, and earlier this campaign dedicated a North Verpon swimming pool by swimming across it in a special ceremony. Jan, 18, a student at Indiana University, has less trouble in making speeches in the Hoosier state since he already is on the scene. Both he and Wayne have given more political speeches n they can count. Keith, 13, and Pau, 10, may be a little young for formal speeches, but they often put bumper stickers on cars during political rallies. Little Ones Make Hands Four-year-old Anita and Nadine, 2, emulate their mother and father by lining up at the rear of a political meeting and shaking hands with well-wishers as they come and go. In fact, about the first hand President Johnson shook when be stepped off his plane during an Indianapolis rally recently was that of Anita. The young Hartkes would be rin Indiana more often campaigning, but their parents are concerned lest they miss too much school. However, all have made several trips this campaign between Washington and Indiana—but never on the same plane. This is a rule of the hardcampaigning Hartkes. Half of the family will be on one plane and the other on a different craft when they make these flights.

Britain already has closed down the gaseous diffusion plant in which it manufactured its hydrogen bomb material, and the. new attitude also would seem to forecast a change in its participation with the United States in the operation of Polaris submarines. At home, the Wilson policy of encouraging modern streamlined’ operation of industry well could run into opposition from both industry and labor.
