Indiana call for 14.1 million in state funds for the expansion 4uch would include creation of full-fledged degree - granting schools at four sites. In addition, the request calls for creation of a Construction Bonding Authority to finance an additional $10.4 million in construction during the 1965-67 biennium. Student fees and other school revenue would be used to retire the bonds. The program also calls for close cooperation with the new Indiana Vocational and Technical College which has submitted a budget request for $9.5 million, more than half of which would be in federal funds. The program is geared to provide post-high school education at both the college and vocational school levels for students who would be able to live at

The plan presented by Hovde and Stahr provides for expanding the regional campuses in the Hammond-Gary-East Chicago, South Bend-Elkhart, Fort Wayne and Indianapolis areas to full-scale colleges. The basic plan for development of region«ff*campuses was presented earlier and endorsed in general by a legislative study committee. < ■ Other parts of the plan include: —Expand the two-year ' programs offered at Purdue’s North Central campus serving Michigan City, LaPorte and Valparaiso and ID’s regional campuses at Kokomo, Indian-
apolis and Jefferaonville-New Albany. Included would be more post-high school technical training. —Broaden cooperation with private colleges to meet educational needs at Evansville, Richmond Vincennes. IU currently works with Evansville and Earlham colleges and Vincennes University in offering courses in these cities. —Offer more graduate courses at the regional campuses with a pilot program offering a master’s degree for teacher at Purdue’s Lake County campus. Purdue, IU, Ball State and Indiana State would cooperate in offering more graduate work. Hovde and Stahr said programs “of a post-high school nature not leading to a fouryear degree but aimed at immediate practical pse” would be carried out “in conjunction with the Indiana Vocational and Technical College and, where appropriate, with the State De- . partment of Vocational Education.” Jack Ryder, director of the Indiana Vocational and Technical College, said if its budget is approved it will begin letting contracts “with as many the regional campuses as possible and with as many private colleges as would be interested and willing.” He said the school’s directors feel this method would allow more rapid expansion of needed training with less duplication than any other method.
