Vice Presidency Is o' Much Sought Honor
(EDITOR’S NOTE: This is the third and last dispatch by the national reporter of United Press International reviewing the office of vice president. It describes the most effective vice presidents.) By HARRY FERGUSON United Press International WASHINGTON (UPD—Somewhere out in space there must be a benevolent star guarding and guiding the destiny of the United States. Four times in the 20th Century a vice president has been summoned to the highest office, and at no time has that been disastrous. In some cases the No. 2 man has turned out to be a better president than the No. 1. Historians rank Theodore Roosevelt 'much higher than the assassinated William McKinley. Calvin Coolidge may have drowsed away the afternoons in the White House, but who is going to challenge the statement that he was an improvement over Warren G. Harding? Harry S Truman brought vigor and decisiveness to some of the toughest problems a president ever faced, and nobody knows what would have happened if the ailing and senile Franklin D. Roosevelt had lived out his last term. History’s final judgment on John F. Kennedy is still to be written, but it is a fact that within 48 after taking the oath of office Lyndon B. Johnson was . firmly in control of the federal government. Mostly Luck American ■ voters can take pride in the efficient way in which our modern vice presidents have moved into the presidency, but they cannot claim any of the credit. It was pure luck in most cases that an able man was standing by in the hours of emergency. Not since 1804 has the voter had anything but an indirect and tenuous choice in the selection of vice presidential candidates. In that year the 12th Amendment to the Constitution was ratified, providing that the electors vote separately for president and vice president. Previously it had been much simpler. The electors took a vote and the man with the highest number was president. The man with the second highest number ot votes was vice president. 'Enactment of the 12th Amendment and the evolution of political parties removed the vice presidential choice from the arena of public opinion. The presi d e n tlal nominee picked his man and the party went along with him without question. About the only instance in modern times that the public had any voice in the matter was in 1956 when Adlai Stevenson told the Democratic National Convention to make the choice. There was a ballot and Estes Kefauver defeated John F. Kennedy.. All Sorts The list of vice presidents who never succeeded to the presidency includes strong men and weak, scholars and fools. John N. Garner and Richard M. Nixon, but his discussion stops with the Eisenhower administration and there is no assessment of Lyndon B. Johnson as vice president. It is doubtful whether Garner ever really wanted to be vice president, but once in the job he brought great skill to bear on his work and was invaluable to Franklin D. Roosevelt. He worked behind the scenes, led senators into a small office, put a bottle of bourbon on the table and invited them to “strike a blow for liberty.” As a former speaker of the House, he had immense prestige with congressmen and he used it to grease the way for FDR’s bills whenever they got stuck. In those days a vice president had nothing but prestige and political savvy to use in helping the administration, but Garner had both in abundance and used them effectively. By the time Nixon came to the vice presidency the situation was entirely different. Congress passed a law in 1949 making the vice president a member of the National Security Council. Nixon Active Dwight D. Eisenhower used it • to put Nixon to work, largely in the field of foreign affairs. The ykle president went to Russia/and stood up to Nikita Khrushchev in a debate on the / merits and demerits of capitalr ism. He was attacked by a mob in South America. The result of all this was that Nixon had considerably more identity than the average vice president. When the time came to pick a candidate for the 1960 presidential nomination, he was the obvious and almost automatic choice. Lyndon B. Johnson thrives on work and President Kennedy gave him plenty of it. There were no governmental secrets that Johnson didn’t know all about, and his long years in the House and Senate gave him vast influence with Congress. When the crackle of rifle fire broke out in Dallas, a man who knew the federal structure inside out succeeded to the presidency.
