Birch Bayh’s subcommittee on presidential succession has presented a very fair Constitutional amendment on presidential succession, which gets to the heart of the problem. Sixteen times in the past 195 years the vicepresident has succeeded to the presidency. For 40 of thoee 196 years, we have been without a vicepresident. At present, if anything happens to the president, and there is no vice-president, the speaker of the house would become president. The speaker of the house could be of the opposite political party as the man whom the majority of people wanted to serve as president. The speaker is chosen almost entirely on his longevity in the house, rather than for his ability, should he succeed to the presidency. While incumbent speaker McCormack Is a very fine man and accomplished legislator, his 73 years of age, and his life’s experiences as a representative not of the entire country, but of one small congressional district in one small state, would make him a rather unlikely choice for the position of leadership in the free world which falls on the shoulders of the president. And of course the speaker could be someone even less qualified. Congress has changed the succession frequently, but without striking at the heart of the matter. The vice-president should be replaced and this would allow normal succession. But how should he be replaced? Why not in a manner similar to the way he is actually chosen? The presidential nominee, after due consultation with party leaders, usually suggests a nominee. He is almost endorsed by the convention. And so Sen. Hayh has proposed the same (tort of system. The president would nominate a member of his own party for the vice-presidency, and this would be confirmed or rejected by Congress. This had already been appoved by the U. S. Senate, and must now pass the House. Then it will be voted on by the state legislatures. Editorial Written by Dick Heller
