The next one like that might well be titled . “Adams County Superintendent of Schools.’’ L” On Tuesday of this week the Adams county council unwillingly approved a budget of 17,145 for the office of the county board of education. Os this amount more than 95 per cent is salaries — 55,625 for the superintendent and >1,200 for his part time secretary. Despite the fact that superintendent Gerald Vizard has had no schools and no pupils under his jurisdiction since reorganization was completed more than a year ago, the board had no choice but to pass the budget — state law would not permit it to do otherwise. The state has ruled that the office cannot be abolished until Vizard’s term ends in August of 1965. The state has also cleared itself of an embarrassing '" financial responsibility by saying that it will not pay ' its portion of the salary of superintendents who have < less than 750 pupils in their jurisdiction. The state, however, has not afforded Adams coun- • ty a similar opportunity to renounce its “duty" to pay. . By state law the county council cannot trim the proposed salaries of the superintendent or his secretary, because these salaries are set by the county board of * education (also without schools or pupils in its jurisdiction). And what has happened in other counties where reorganization is completed?- In most of them the defunct county superintendents have resigned and been absorbed by the new nchool units as teachers or superintendents. It is interesting to note that in these counties it took the superintendents only a matter of weeks to complete the necessary paperwork to close out their offices.
