he doesn’t have much choice. Usually, he goes j right back to his old neighborhood with only a >. 50-50 chance of staying out of jail. If he is lucky, however, he will get a new start at a "Halfway House,” a pre-release guidance center that will help him readjust to normal life and become a useful member of his community. Halfway Houses are something new and different in our federal prison system. They have no ban and no guards, and they are j run like school dormitories. But they are J

open only to the boy with a “past” to live down. This is the boy who has landed in a federal prison — usually on a charge of car theft or bad checks—and who will be paroled in three or four months. Instead of going directly from jail to the environment that led him to crime, he goes to the Halfway House in | his home town. | During the first month, the boy may go home on Sundays. By the time he is ready to be paroled, he has spent several weekends at home. | Halfway Houses are so new, there are only four of them in this country —New York, Chicago, Los Angeles and Detroit. They were started as a bold new experiment by Attorney General Robert F. Kennedy and U.S. Bureau of Prisons Chief James Bennett who felt that ex-prisoners needed some assistance to make the transition from prison to home life, and decided to start with youngsters. By Christmas of 1961, the program was underway. In New York, a Halfway House was organized in a Brooklyn YMCA building. In Chicago, space was leased in the YMCA Hotel. In Los Angeles, counselors rented a dormitory that had once been part of a theological seminary. 1 are no longer an experiment, but a practical demonstration of what can be done to redirect young lives. Nearly 500 youthful offenders have gone through these centers. For the vast majority of them —four out of five—it was well worth the effort. It was an experiment that worked. The guidance center program has been so successful, several states and cities are planning to set up Halfway Houses of their own, in partnership with the Federal government or alone. At present, the cost is about $1,200 for each boy, or about the same as the Federal govern- — ment would have to pay to keep a boy in the National Training I School for the same length of ' time. This is an investment ’ rhat is more than repaid in the 1 number of young lives that are E salvaged and in the savings to * the taxpayer who need -■« - * finance as many court proce- ! dures and repeated prison terms. 1 In fact, the centers have worked out so well, the Jusf tice Department plans to exi tend the program to adults : as soon as authorizing legisi lation can be obtained. , It costs a great deal to keep lan offender in jail—s2,ooo a ■ year for an adult and as much : as $3,500 for a youngster.
