These are small, type foreboding publications, but they are quite important to every taxpayer. Be awe to read the ones which pertain to the areas where you own property — your school, city or town, township, county of library district. AM will run twice, one week apart. , These are the proposed budgets, and you, aa B taxpayer, have every right to appear and be heard, for or against, the proposed budgets. The various boards or councils, and the township advisory boards, would welcome constructive criticism. If you just prefer to howl and yell about your taxes (like a dog baying at the moon, or com* plaints by little children about rain or heat), you have no need to read legal ads by your taxing units. But if you happen to believe in a responsible, democratic - republican government, in which every citizen must know what's going on, you have no choice. You must read, and understand, the proposed budgets. There’s no easy way. Just dig in. The first part of the budget explains how much will be needed in each legal category. Hie next part explains how much te presently in the fund, how much will be spent before this year ends, and how much will be carried as an operating balance. The remainder must be raised by taxation. You will notice that a lot of our budgeted money is not raised by the local property tax, but is sent to the unib from other tax sources, such as the gasoline tax, sales tax and adjusted gross income tax. Next comes the amount of net taxable property in the taxing unit. Mark off four spaces, and you have the amount $1 per SIOO raises. Then you have listed the rates necessary to raise the amount needed, and the total to bo raised by taxes. Below this is a comparative statement for the present year, and past three, giving you a total of four, including the proposed budget. Neither the rate, nor whether it is higher or lower is really important. A 1c levy can be more wasteful, or disasterous, than a much higher levy for useful public purposes. What is really important is whether the proposed budget meets the needs of the taxing unit, and was the assessment done equitably, with all in the unit being assessed on the same basis. If these questions are answered yes, then the rest follows naturally. If not, no levy will be fair. Editorial Written by Dick Heller

Carolyn S. Boyles, 18, of Fort Wayne, was arrested at 8:45 p.m. Wednesday for failing to stop for the red traffic signal, and was cited to appear in Justice of the Peace court on August 12. Charles Wesley Truesdale, 41, of route 10, Fort Wayne, was arrested for the same violation at five minutes after midnight today, and will appear in J. P. court on August 9.
