Single copses, T cents Foreign Aid* Peace Corps Many of us here in the Middle Went have a rath- S er vague understanding of the meaning of “foreign aid”, although most of us have a little more respect for the Peace Corps. Foreign aid, of course, is the utilization of foreign countries to defend ourselves without use of American lx>ys, Compared with the Second World War it has been relatively successful. The New York (amfereuee of the United Church of Christ recently met in Albany, N.Y, and fully considered the foreign aid and peace corps programs. They came up with the following resolution, taken from the Congressional Record: Whereas in the words of our General Synod, "Mandkind is, under God, one family”; and Whereas the preservation and improvement of the welfare of all people, everywhere, affords the only secure foundation for the preservation of freedom and peace throughout the world; and Whereas the Omgress of the United States, in December 1963 failed to provide adequately for American needs iu extending economic Mupport to friendly & and developing nations; and in February 1964, failed to provide any appropriation for the contribution of the United States to the International Development Association, an agency of the World Bank that makes long-term loans to underdeveloped areas, using for that purpose contributions of our Government and of many other governments; Be It therefore Resolved, That — 1. We strongly reaffirm our long'established position in support of a thoroughly adequate and diversified foreign aid program, Including the peace corps, with increasing emphasis upon technlcal and consumers* assistance programs and upon programs conducted through multilateral international agencies: 2. We declare that the constitution of such programs on an adequately financed basis is mandatory, both as an act of Christian conscience in meeting our responsibility In the worldwide fight against poverty, as well ns a means for insuring the safety and welfare of our own nation; 3. We declare that the implementation of this resolution shall be the first concern of this conference in the field of world affairs during the year 1964; we instruct our committee on Christian social, action so io act; and we call u|x>n our associations and churches io participate fully In this task.
