Nationalist China Aiding Viet Nam

With the silent if not wholehearted approval of the United States, Nationalist China is increasing its involvement in South Viet Nam. The National-
ists announced last week they were tripling the size of their agricultural advisory team in Viet Nam. Now there are persistent reports in Taipei that the Nationalists will help the South Vietnamese Army, set up a political department along the lines of their own highly effective system. Privately, U. cuse for provocation. Special session: The Supreme Soviet of the US.S.R. to meeting in what amounts to a special session of the Soviet Parliament. Ordinarily the body meets at the end of the year to adopt the annual budget and economic plan. No agenda for the special meeting has been announced but reliable sources say it will pass welfare legislation to carry out Premier Khrushchev’s determi-
nation to boost individual incentives to raise productivity. Legislation will provide higher salaries for teachers, physicians, engineers and expend the pension system to peasants who are not now covered. Introduction of a universal 40-hour week also is expected. Break in the wall? • West Berliners’ hopes for an East-West agreement to permit visits to Communist East Berlin are being raised again.
Talks between West Berlin and East German officials have been extended beyond the expected target date and some of the meetings have lasted several hours- This has led to rumors that the negotiators actually are down to working out details of an agreement which would give West Berliners compassionate passes to visit Berlin relatives on urgent family matters such as illness. No peace in Cyprus:
Diplomats in London are writing oft chances of a Cyprus settlement in the current Geneva mediation effort. Attempts at formal negotiations so far have been frustrated by Greek refusal to participate in a roundtable conference, American pressure apparently has made no impression on the Greeks. At the same time, the reported Greek military buildup in Cyprus is seen as an attempt to force a political solu-

tion rather than bring it about by peaceful negotiations. SOCIAL SECURITY QUIZ 1. Q — If I stop my social security benefits because of returning to work, will I have to file a new application to start my checks again? A— No, upon notification that you are no longer working, or that your earnings for the year are going to be lower than you had estimated, the social security administration will start your checks again. Your benefit amount can be refigured to include the additional earnings and possibly increase the amount. An application must be filed to have the benefit amount refigured. 2. Q — Are ministers covered by social security? A— Newly ordained, com mis? sioned or lincensed clergymen who wish to become covered by the social security law can do so by means of an individual election. To have his earnings from the ministry count toward social security protection, a new minister files a waiver certificate, electing coverage, with his district director of internal revenue. The certificate must be filed on or before the due date of the clergyman's federal income tax return for -his—second taxable year in which he has self-employ-ment net earnings of S4OO or more. 3 q My father has lived with me fore 10 years and he is dependent upon me for his entire support. In case of my death, will there be any benefits from my social security for his care? A— If you are insured under the social security program and your father is at least age 62 he will be entitled to survivor's benefits on your account. 4 Q — How many quarters of coverage are required to draw retirement benefits? A The number of quarters of coverage required to receive benefits at age 62 or later depends upon what year you reach retirement age (age 62 for women and age 65 for men). A person reaching retirement age this year needs 13 quarters of coverage. Request, leaflet 855 from your social security district office: this leaflet contains a chart with the .coverage requirements for all ages. 5 Q — I have read often that I have disablity protection under social security. What exactly is meant by this? • A — A worker who has social security coverage for at least 5 years in the 10 years before becoming disabled may be entitled to receive monthly benefits for tymself and his family. These are paid at any age under age 65, but the disability, either physical or mental, must be so severe that he is unable to any type of substantial work. An application must be filed with the social security administration and if approved, monthly benefits are payable after the claimant has been finable to work for a six month period. 6. Q — Is it true that the social security death benefit is paid to the funeral director for the • burial expenses? How much is the payment. A— The amount of the lump sum death benefit paid on a social security account is three times the monthly benefit, but no more than $255. The payment is made to the surviving spouse if they were living together at the time of death. 7 Q—l am retired jnd draw my w social security. The last few months, I have been working on a part-time job which I will earn less than $1,200. My employer deducts social security tax from my pay. Since I am under social security is this right? A— Yes, as long as you have earnings from employment or earn over S4OO from self-employ-ment, the social security tax must be paid. o — ( Modern Etiquette By Roberta Lee 0 0 Q. Is it considered a make of delicacy or always to leave a little food on the plate at the end of a meal? A. Although this was.at one time considered the right thing to do, now it's considered sheer waste. We do not leave food on our plates unless we really cannot eat it. Q. When a bride is writing her thank-you notes for wedding gifts recevied, does she also write to the bridegroom’s parents for the gift they gave? A. This is not necesary, although she must be sure to give them her sincere, verbal thanks. Q. Is it always necessary to say, “You’re welcome,” in response to “Thank you”? A. some sort of response should be made, and “You’re welcome,” or, “That’s quite all right,” are always in good order.
