Fugitive Ex-Nazi Captured In Peru LIMA, Peru (UPI) — The Peruvian government today announced the capture of Dr. Josef Mengele, the former Nazi who was known as “the angel of death” at the infamous Auschwitz concentration camp. The fugitive ex-Nazi had been reported at many places in South America since the end of World War 11, and had been widely sought as an accused war criminal. His capture was considered the biggest catch of a major war criminal since Adolf Eichmann was seized in Argentina in 1960. Mengele was arrested at • jungle settlement in San Martin Province about 600 miles north of Lima. It was not known how soon he would be brought to the capital. Informed sources said Mengele, 63, was operating a prosperous agricultural business in the settlement of Tambo at the time of his arrest by Peruvian police. Israeli agents had sought Mengele in South America for several years, at one time concentrating their activities in Brazil. The former Nazi SS (elite guard) doctor is currently wanted in Germany in connection with the trial in Frankfurt of former officials at the Nazi’s World War II extermination camp in Poland. Mengele’s name has come up often in testimony in the trial. Former Auschwitz inmates — who knew him as “the angel of death” — have accused him of presiding over the massive Gestapo “medical experiments” on women and children and of perfecting the use of gas chambers for mass killings.

AMUIM Clearing The Air Bv U.S. SEN. EDMUND S. MUSKIE (D-Maine) Chairman, Special Senate Subcommittee on Air and Water Pollution When President Johnson signed the Clean Air Act last December, this nation took an important step toward elimination of air and water pollution. dictions create unnecessary friction and, in some cases, a lack of action. The motor vehicle exhaust pollution problem is paramount. Without prompt remedial action the increase in the number of motor vehicles—especially in congested metropolitan areas—can only lead to a corresponding increase in the severity of the smog problem in cities in every part of the country. . The hearings on air pollution held by the Special Subcommittee on Air and Water Pollution last year in developing the Clean Air Act made it clear that motor vehicle exhaust is a national problem. But the problem can be solved. 3- ~ Recently the Automobile Manufacturers Association announced that the automotive industry will begin, by 1967, to produce automobiles for distribution in California capable of meeting that state’s requirements for exhaust pollution control. This newly announced development demonstrates that there is a solution to the problem and I believe it should be fully explored to determine its potential national significance. Our hearings across the country in January and February pointed clearly to the need for broad new approaches to the problem of air pollution control—especially the creation of multijurisdictional air resource management programs. During the hearings in Chicago, for instance, we learned that the city is making considerable progress in establishing a control program responsive to the complex air pollution problems of our time. ~ , • While the Clean Air Act’s several provisions for increased Federal assistance to regional, state, and local control programs open the door to a broad and effective new attack on the national problem of air pollution, the law will fall far short of its objective if the cities and states fail to make full use of it. * The most heartening development revealed by these field hearings is the interest of local and state officials in a partnership arrangement with the Federal government to fight air pollution. In summary I would say that the hearings: First, confirmed our judgment of the real need for “The Clean Air Act’’; Second, demonstrated a need to speed up technical research; Third, revealed how much more help in program support our communities must have; Fourth made it clear that antipollutant devices must be Incorporated on motor vehicle*

emment is going to be needed if we are to rid the United States of this menace to health and welfare. There is muclr to be done. First, vehicle exhaust must be curtailed if any real progress is to be made in obtaining clean air. We need action that will reduce the pollutants from the millions of vehicles clogging our streets. Second, communities and states must form regional bodies to cope with this problem and draft comprehensive plans to eradicate air pollution. Overlapping juris-
