Richmond Seeking To Keep Industry RICHMOND, Ind. (UPD—City officials and business leaders today met with a bonds expert as they tried to keep the DivcoWayne Co. plant and its $3 mil-lion-a-year payroll in Richmond. The bus body and mobile home' building company announced in New York Thursday
that a 105-acre site in Florence, Ky,. had been purchased with a view to building a 500,000 square foot factory there and implied it might move the Richmond facilities there. A delegation of Richmond leaders met in Indianapolis later Thursday with Governor Welsh, Lt. Gov. Richard Ristine, Atty. Gen. Edwin K. Steers and Chairman Richard Worley of the Indiana Board of Tax Commissioners. They said Florence was offer-

ing Divco-Wayne an entirely new plant which it could rent tax-free for 25 years and then buy it for sl. The delegation asked Welsh to call a special session of the legislature to enact a law allowing the city to issue bonds so they could match or better the offer of Florence so ’the plant would remain in Richmond. They said the company had been located in Richmond since the 1860 s when it began as a wagon manufacturer and that it now has about 800 employes and an annual payroll of $3 million. They said that if the firm were to leave Richmond this would have a greater impact on the city than the departure of Studebaker automotive manufactureing from South Bend. “We don’t want to be another South Bend,” one of the men declared. Welsh said a single legislative session would do no good because the tax statute they wanted would require a constitutional amendment which must be passed by two consecutive sessions of the legislature, then approved by the voters. However, another plan emerged from the meeting which may achieve the same purpose. Janice Schamerloh moved that after each business meeting the club have a short time for members to ask questions about their projects and for leaders to sign books. The next meeting will be April 16 at 7:30 p.m. at the Immanuel Lutheran school.
