First Indiana Youth Training Center Planned INDIANAPOLIS (UPD—Governor Welsh was hopeful today that the first Indiana Youth Training Center would be open at Camp Atterbury by mid-sum-mer. , Welsh and several of his department heads joined in a news conference Tuesday to announce plans for the center they hope to establish for Hoosier young men rejected for military service or unable to find jobs. They want to establish it on part of the 41,000-acre military reservation 30 miles south of here. Welsh said he was asking the Army for 14,000 acres of the World War II training camp which has been in mothballs for several years. He said he hoped the center would open with about 60 students and reach 600 students in a year. “This program — aimed at school dropouts, the disadvantaged minorities and military draft rejectees—the first skirmish in Indiana’s war on poverty in cooperation with the national effort,” Welsh said. “We expect that President Johnson will outline soon his overall program in the war on poverty. Our planning remains flexible enough to insure compatibility with the national program.” Maj. Gen. John S. Anderson, state adjutant general, expressed confidence the land would be made available to the state on a lease. He said the matter already has been discussed with military officials. Anderson said the 14,000 acres Welsh wants for the training center and for a recreation area and wildlife refuge is at the north end of the camp and would not interfere with por-' tions of the camp now being used for military training. Jacques H. Leßoy, director of the Indiana Youth Council and coordinator for the project, said he believed the center could be financed with federal funds available to the Indiana Department of Public Instruction and the Indiana Employment Security Division. Leßoy said the cost of getting the center into operation had been estimated at $200,000. He said students would draw subsistence funds sufficient to pay for daily maintenance. Welsh said the program under discussion calls for four hours of school work daily and four hours of work under the direction of the State Department of Conservation which handled a similar camp last fall at Harrison State Forest. Conservation Director Donald Foltz said he felt 7,000 acres at the proposed site could be developed as a recreation area and another 5,000 acres as B wildlife refuge. ESD Director Lewis F. Nicolini said the center would give an opportunity to provide training in a number of occupations which are in short supply but for which there has not been sufficient demand to justify setting up regional training programs. He said hospital laboratory technicians, floral designers, specialized welding and heavy equipment repair are among the courses under consideration. Supt. of Public Instruction William E. Wilson and Luke White, Covington, chairman of the State Board for Vocational Education, said a curriculum is being prepared for the school. Indiana Is Swept By Thunderstorms By United Press International Thunderstorms swept Indiana today, showering some areas ; with more than an inch of pre- ; cipitation in a prelude to somewhat colder weather. More rain, possibly heavy, was due before the day is over. Mild March temperatures were scheduled to go down the drain tonight when, after the mercury hits highs ranging from 56 to the 60s this afternoon, they plunge into the 20s and 30s. The rain may turn to snow throughout the state, totaling only flurries in the southern two-thirds of the state but accumulating possibly to a heavy blanket in the north with hazardous driviny conditions developing. The thunderstorms early this morning brought 1.44 inches of rain to Louisville, .98 to Evansville, .78 to Cincinnati, and .44 to Indianapolis. They came after a mild day in which the mercury ranged at high points between 51 at South Bend and 60 at Evansville Tuesday. Overnight lows this morning ranged from 35 at Fort Wayne to 47 at Indianapolis and Evansville. Highs Thursday will range no higher than 40 anywhere in the state. — — The five-day outlook called lor temperatures averaging about 3 degrees above normal north and 4 to 8 above normal central and south.
