Jobless Algerians Dependent On U.S.
By PHIL NEWSOM UP! Foreign News 'Analyst In President Ahmed Ben Bella’s socialist Algeria nearly two million jobless Algerians depend upon food the United States. The total is about one-fifth of the population. Ben Bella publicly has recognized the U.S. aid, and yet in the same breath says the “Algerian people are in solidarity ■with the heroic people of Cuba and that Algeria will “do everything in her power to help fraternal Cuba in its just struggle for independence against the machinations of imperialism.” Other Contradictions These are not the only contradictions of an Algeria which struggles for identity as a leader of African nationalism, keeps a foot in the door of Arab unity, suffers from the insecurity of strongman rule and reaps the benefits of the struggle between the Communist and non-Communist world. U. S. shipments of wheat, milk, beans and vegetable oils is valued at roughly $3.5 million per month. As an avowed socialist. Ben Bella leans first toward Egypt and then toward the Soviet Union. Egyptian MIG fighter planes arrived from Egypt to help Ben Bella in his border war with Morocco. Russian-built tanks came from Cuba.

A Russian loan of SIOO million placed the Soviet Union in a position second only to France in financial aid to Algeria. And yet without nearly S3OO million annually in aid from France, Algeria could not exist as an independent nation. Offers Os Aid Algeria’s ties with the Arab world brought offers of aid from Saudi Arabia, Kuwait and Egypt. Red China also chipped in. But, internally. Algeria’s affairs remain in a state of almost unbelievable chaos. Ben Bella has declared that in his brand of socialism there is room for private investment. But last September and October he took over the last 4,000 French-run farms and hundreds of small factories, cases, bakeries and hotels. It would, he said, place the means of production “in the hands of the workers.” But, translated into hard figures, this has meant by official estimate that of 31,000 tractors on Algerian farms in 1960 under French rule, the number by the first of this month had declined to 7,000 with 2,400 out of commission. In the cities, it is estimated that half the population is out of work. Apartments Now Slums Squatters have turned apartment houses once occupied by foreigners into slums at an es-

Army privates are among the highest paid in the world. With dissatisfaction in the cities and lethargy in the countryside, Ben Bella must depend upon the army. The army is led by Col. Houari Boumedienne, defense minister and vice president, and the man who negotiated the SIOO million loan from Russia. Ben Bell has eliminated most of his opposition, but the muscle-flexing Boumedienne must be the one who gives him bad dreams at night. Kidney Transplant To Former Decatur Man Paul A. Kuhn, former Chevrolet dealer in Decatur, may become a part of medical history as he is showing promise of a full recovery from a rare kidney transplant operation performed at Cleveland in November of 1963. Kuhn was given a kidney from an unidentified donor who died shortly before an operation. Trie transplant was made in the Cleveland clinic. Usually this type of operation is successful only when cial twin, although occasional the kidney comes from an identisuccess has been reported from a close relative of the person. Kuhn now resides in an apartment near the hospital in Cleveland and is able to care for himself and eat a normal diet. He requires constant medication, however, to prevent the body’s normal destruction reaction against foreign bodies, whether they are bacteria or viruses, skin grafts or organ transplants. The former Decatur man was born with two kidneys, but one of them failed to develop normally. The other* kidney was destroyed by disease. Driver Is Arrested On Speeding Charge Fred M. Brecht, 19-year-old resident of 1027 Parkview Drive, has been cited into justice of the peace court Saturday afternoon on a speeding charge. Brecht was arrested at 12:20 a.m. today on Mercer Ave. by the city police, and charged with, traveling 45 miles per hour in a 30 mile an hour zone. Berne Man Is Fined In Portland Court Emerson Lehman, 42, of route 2, Berne, was one of four persons to pay $22.75 by waiver in Portland city court Tuesday morning. Lehman had been arrested for speeding.

Beginning Tuesday, anyone seeking office in this year s elections, may file a declaration of candidacy in the clerk’s office. Monday, April 6, is the final day Adams county residents will be able to register to be eligible to vote in the May 5 primary election, Bair reminded county residents today. By EUGENE J CACOU By EUGENE J. CADOU INDIANAPOLIS (UP I) — Herts’s what the politicians say about the present status of the numerous candidates for high office nominations in Indiana. Republican contest for U. S. senator: State Sen. D. Russell Bontrager, Elkhart— Probably the front man, obviously attempting to picture himself as more liberal than his rivals. He described himself as ”a conservative possessed of a high degree of realism, with the knowledge that »you can’t turn back the hands of the clock.” Rep. Donald C. Bruce, Indianapolis—Far to the right of Mark Hanna and Barry M. Goldwater, apparently striving to profit from the inherent conservatism of many of the Hoosier GOP bosses. Working desperately to overcome the “Indianapolis curse”, the age-old prejudice of out-staters against an Indianapolis candidate. Former State Sen. Edgar D. Whitcomb, Seymour attorney—striving to parlay a winning, l youthful personality into a formidable race. He has an heroic World War II record and a spotless past as a state legislator and an attorney. • Hartke A Cinch Democratic contest for U. S. senator: Senator Vance Hartke, Evansville—This is not a battle. Governor Welsh, who has little use for the senior senator, nor anyone else will dare to tear the party into shreds by challenging seriously Hartke’s renomination. He probably has campaigned more actively than any contender for high office in the state. Republican race for governor; Lt. Gov, Richard O. Histine,, Crawfordsville — Far in front with a terrific campaign fund, large publicity and research staff. He has oratorical ability and energy. Somewhat handicapped by his tie-breaking vote for the sales tax and his baldness which makes him look 10 years older than his actual age. As lieutenant governor, his campaign for the gubernatorial nomination, as always with others, has been waged for more than four years in state automobiles and on official business all over the state. Secretary of State Charles O. Hendricks, Seedway—Greatly underrated by a number of politicos. He has traveled in all parts of the state in two campaigns for his--present office and has stepped up his contacts in recent months. He’s a likeable person and an able administrator. Hughes Works Hard State Treasurer Robert E. Hughes, Greenwood—A pet of former Sen. William E. Jenner and perhaps more conservative than his sponsor. Has had much to do with the powerful authority of placing state funds in banks. He’s an active aspirant with speeches in many areas night after night. Former State Conservation Department Director Doxie Moore — He announced many months ago but little has been heard from him since. He’s a relic from the administration of

Gov. George N. Craig. Democratic contest for Governor: Roger D. Branigin, Lafayette —ls running hardest, with no connection with the unpopular 1963 State Legislature. A possible garnerer of thousands of GOP votes. Is a brilliant speaker and toastmaster, but should be warned by the fate of Adlai Stevenson whose wit caused distrust. A former president of the Indiana State Bar Association, he built a formidable law practice and is the wealthiest Hoosier candidate. Former Bloomington Mayor Thomas L. Lemon—Perhaps the earliest Democratic campaigner, with friends and backers all over the state and well financed apparently. Has had much administrative experience as mayor, city manager of Orlando, Fla., and executive in the Postoffice Department. State Sen. Marshall F. Kizer —Energetic advocate of the net income tax, who. however, opposed the sales tax. Performed well as his party’s Senate floor leader but lost every big city in the 3rd District, of which he is chairman, in the 1963 municipal election. He’s working hard and has much talent. State Rep. Robert L. Rock, Anderson —Also denounced the -sales tax and has performed politically all over the state. He’s a handsome man and has the knack of making friends in many quarters. Fortune Handsome Former State Treasurer William Fortune, Carmel. Also pulchritudinous. He works hard for the Democrats after foresaking the Republican party. Is well known as a campaigner for , John F. Kennedy in Indiana when the going was rough. Is able and campaigning vigorously. Luke White, Covington attorney, banker and farmer. Is a mysterious aspirant who roomed at Indiana University with Governor Welsh. He’s a witty member of the State Board of Education and is reported to be well heeled. Clinton Green, Worthington native and secretary-treasurer of the Indiana Port Commission. Has high standing in the area that will benefit from the port but is said to lack oratorical talent. Has a brilliant record as a civil engineer, head of the State Administration Department and in all offices he has held. A pioneer Welsh man, which shouldn’t hurt him. That’s what the politicos say at this time. Van Wert Market Is Robbed Os SI,OOO More than SI,OOO was obtained by burglars in a robbery at the Triangle Market in Van Wert Tuesday evening. The burglars successfully “cracked” the market’s safe to obtain the sum, and police described the burglary as the work of professionals. The robbery was discovered around 8 a. m. Wednesday. The money taken was all cash.
