The Interstate Commerce Commission (ICC) Thursday approved rate increases expected to cogt the public about $75.4 million a year. The increases average 13.1 per cent but vary according to the mailing distance. ““ It is now up to the Post Office Department, which is. required by law to get ICC approval before raising the Parcel Post rates, to set the date that the new rates go into effect. In its action Thursday the ICC also approved increases and changes in mailing rates for catalogs. This is expected to bring an additional $2.3 million in annual revenue to the post office. Even with the higher rates, the Post Office Department is expected to run an annual deficit of about $68.7 million in handling Parcel Post and catalog mail. » The rate proposal approved Thursday provides for increases ranging from 21 per cent on a t wo-pound package shipped locally to no increase for a 70pound package for local delivery.

CLUB CREED OPENS MEETING The Decatur Home Demonstration club met Thursday at the C. L. of C. hall with Mrs. Ralph E. Roop, presiding. To open the meeting the -club creed was repeated. Mrs. Howard Eley was devotional leader. The club song was then sung and the pledge to the flag given. Mrs. Melvin Hanni, music chairman. gave the history of the song of the month “Home On the Rance” and led the group in singing it. Mrs. Cecil Gause accompanied on the piano. Mrs. Roop read a poem entitled “Today’s Lesson.” The safety lesson was given bv Mrs. Robert Kiess, entitled “Civil Defense.” She told of various tvpes of fallout shelters and how they were constructed. She also stated that a person was 50 per cent safer in his own home. The citizenship lessons for the year will be on Indiana and will be given by Mrs. Henry Adler, citizenship leader. Indiana was the 19th state to be admitted to the union and the 38th largest. Indiana means Indian land. The peony is the state flower and the tulip tree is the state tree. Allen countv is the largest county. Mrs. Howard Eley gave the club lesson “Beef — Meat Menu Macic.” The loin is the most tender part of the beef and the T bone and roll rump roast are the most used. Beef is graded as crime, choice, good and standard. The most beef sold carries the “good” rating. The meat should be cooked at 350 degrees. The by-laws of the club were read to the members by Mrs. Frank Crist. “Happy Birthday” was sung to Mrs. Howard Eley and Mrs. Henry Adler. Mrs. Frank Bohnke presented Mrs. Ralf>h E. Roon a president’s pin. Mrs. Frank Crist conducted- the auction sale and delicious refreshments were served by the Mesdames A. J. Zelt, Woodson Ogg, Ralph E. Roop and Joe Oelberg. Twenty-four members answered roll call be telling “something I plan to do ‘this year,” Mrs. George Squire was presented a gift from the club. The Order of Eastern Star, Decatur chapter 127, will meet Thursday at 7:30 p.m. at the Masonic hall. The Women of the Moose will meet at the Moose home at 8 p.m. Thursday evening. There will be a joint meeting of the American Legion Auxiliary officers and the Aerie Saturday at 8:30 p.m. The Mariners class of the First Presbyterian church will meet Sunday evening at 8 o’clock. The Happy Homemakers Home Demonstration club will entertain their husbands with a dinner party at the Palmer House in Berne, Thursday at 6:30 p.m. t Ray Gerber of Bluffton will be present to show slides of Europe. * nsmiivmtmv Locals Mr. and Mrs. Dick Mansfield, Sr., and Kenneth Arnold are leaving this weekend for a trip to Arizona and California. BABY SHOWER FOR MRS. LLOYD ZIMMERMAN Friday evening, Jnuary 10, a baby shower was given in honor of Mrs. Lloyd Zimmerman by the ladies of the First Church of the Nazarene. Pvt. and Mrs. Lloyd Zimmerman recently adopted a baby girl, Rhonda Kay. Pvt. Zimmerman is stationed at Fort Dever, Mass. The home of Mrs. Wilburn Ross, 124 S. 10th, was decorated for the occasion with pink and blue streamers arching over a pink gift table on which was placed the traditional stork. Games and refreshments were furnished by the church shower committee, consisting of Jewel Shoaf Ruth Sudduth, Betty Ripley, and Bernadine Ross, chairman. , Those present were Mrs. Lloyd Zimmerman, guest of honor, Mrs. Berbert Myers, maternal grandmother, Mesdames Orval Sudduth, Bernard Harris, Leonard Johnston, Gaylord Weaver, Raymond McAhren, Glenn Habegger, Leo 'Roe, Wilmer Watson, Fred Sudduth, Gary Shoaf, Wilburn Ross, and Amanda Ward. Mrs. Zimmerman will be joining her husband sometime in the near future. Goldwater Enters Nebraska Primary WASHINGTON (UPI) — Sen. Barry Goldwater, R-Ariz., plans to enter the Nebraska presidential primary and is considering going into primaries in three more states, his campaign aides said today. They said Goldwater was thinking about entering the Re; publican primaries in the District of Columbia May 5, West Virginia May 12 and Maryland May 19. In any or all of these, he might be matched against Gov. Nelson Rockefeller of New York.. , When he announced' fifs candidacy for the GOP presidential nomination two weeks ago, Goldwater said he already had decided to enter primaries' in New Hampshire, Illinois, Oregon and California. Rockefeller also will be on the ballot in all of those states except Illinois. Goldwater’s office said he had told Sens. Carl T. Curtis and Roman L. Hruska, both Nebraska Republicans and Goldwater backers, that he would enter that state’s May 12 primary. It falls on the same day as the West Virginia primary. . ~ • School Enrollment 17 Per Cent Higher WASHINGTON (UPI) —School enrollment in the United States jumped more than 17 per cent during the past five years with 50.4 million students in elementary and secondary schools and colleges as of October 1963. WOMAN’S CLUB MEETING IS RESCHEDULED Decatur Woman’s club members are reminded that the general club meeting listed in the year book for January 20 has been rescheduled for January 27. The Junior Arts department will be in charge of the program and will present a ope act play. A tea will be held following the program for members and guests. The St. Mary’s-Blue Creek Conservation club will hold a special meeting at the clubhouse, Monday beginning at 7:30 p.m. All members are urged to attend. Mrs. W. Guy Brown will be hostess to the Research club, Monday at 2 p.m. The 39’ers club will hold a car-ry-in dinner and regular meeting at the Community Center, Tuesday evening at 6:30. Study Increase In Overtime Pay Rale WASHINGTON (UPI) — The Johnson administration is leaning toward legislation that would raise overtime rates in carefully selected, .industries in hopes of creating more jobs without spiraling labor costs. An informed source said today President Johnson planned to ask Congress for a new law that would permit tripartite industry committees to raise the overtime wage rate—now time-and-one-half of regular pay. The aim would be to encourage employers to hire additional workers instead of running up high overtime bills. Labor Secretary W. Willard Wirtz has estimated more than 900,000 jobs could be created in this way. Under present plans, Johnson also would seek extension of coverage for the federal minimum wtt’gfe® now set at $1.25 an hour, and creation of a commission to study automation problems in the same message to Congress. It is expected to be sent late this month or early in February. Labor Department figures show that the average factory worker is putting in nearly three hours of overtime each week. This is taken as a sigh that many employers would rather pay time-and-a-half than add more workers to their payrolls. Final decisions still must be made on the Johnson program. But it appears that any request for legislation would take account of the difference between overtime on a construction project being rushed to completion, for example, and a big factory where more precise scheduling is possible. William H. Small Given Promotion William H. Small, former per-., sonnel manager of the Decatur plant of the Central Soya Co., has been promoted to the new post of assistant staff attorney for the final department of the company at Fort Wayne. Small, a graduate of the University of Illinois college of law, joined the Decatur plant in 1958. He has been for several years salary and wage administrator at Fort Wayne . Four American Soldiers Slain
SAIGON, South Viet Nam (UPI) —Four American soldiers were reported killed today when their helicopter was shot down by Communist ground fire. An eyewitness told United Press International that the incident occurred during a massive government assault on a Communist guerrilla stronghold in the strategic Mekong River delta 65 miles south of Saigon. The men were aboard an End Time Mark On Postmarked Letters WASHNGTON (UPI) — Beginning Feb. 1, the postmark on letters mailed in the United State will bear a simple "a.m.” or “p.m.” notation with the time of mailing eliminated. The Post Office Department said high-speed mail metering equipment caused elimination of tiie time marking. Countless manhours were wasted in setting cancelling machines 48 times a day to the nearest halfhour. Adult Farmers Class Meets Monday Night The adult farmers class will meet at the Adams Central school Monday at 7:30 p.m. Subject for the evening will be raw fertilizers and soil testing. All farmers of the area are invited. Refreshments will be served following the meeting.

Hie sources said that almost an entire company of South Vietnamese army troops was wiped out by the Communist Viet Cong in the jungles 30 miles north of Saigon in one of the most disastrous ambush actions of recent months. Complains Liquor Served In Armory INDIANAPOLIS (UPI) — Chairman Joe Harris of the Indiana Alcoholic Beverage Commission said today a question raised about possible liquor sales or service in National Guard armories will be settled by discussion, not citation. A complaint received by the ABC from Bluffton alleging that such service is available at the armory there, set off the investigation. Harris said several organizations composed of guardsmen hold club permits from the ABC. “We do not contemplate any citations but if there is anything wrong ij will be corrected,” Harris said. “It will be handled by discussion with Indiana Adj. Gen. John S. Anderson.” A state law bans sale or serving of alcoholic beverages on state property. Harris said he had been under the impression that the permits issued to armory clubs were for locations other than armories.
