Bailey to stay on the job to prepare for the 1964 political campaign, a reliable informant reported today. Bailey was reported willing to remain in the party chairmanship but it was understood that he had not yet been told that the new President wanted him. He was the late President Kennedy’s choice when he was elected to the chairmanship by the Democratic National Com-. - mittee in January 1961. A White r House source said Johnson's request for Kennedy appointees to stay in the new administration would include Bailey and other key officials in the national party headquarters. Smith May Withdraw One who may withdraw is Stephen E. Smith. Kennedy's brother-in-law, who was serving as a part-time trouble-shooter and schooling himself for the 1964 campaign. Johnson is expected to be the Democratic nominee for the presidency next year. In Bailey • he would have a party chairman who has had a better o[> portunity than anyone to learn the strengths and weaknesses of the Democratic party ap--“•paratHS. Before he became chairman of the National Committee, Bailey was a charter member of the Kennedy political team which won the nomination and the election for the late President in 1960. He also is Democratic state chairman in his home i state of Connecticut, a post he has held since 1948. The Johnson administration end the Democratic organization enter the 1964 campaign with problems which are a reverse of those now confronting the Republicans.. Reappraising Plans Johnson is regarded as a stronger candidate than Kennedy would' have been in the South and some of the farm states but weaker in industrial states. This condition is compelling both parties to reappraise their campaign plans. Both the Democratic and Republican National Committees had scheduled campaign strategy sessions early this month but postponed them because of the political armistice declared after Kennedy’s death. The Democrats probably will hold their delayed session here Jan. 3 and 4. Die GOP expects to have a series of meetings here running from Jan. 8 to Jan. 11. $4,196 In Fines Is Paid At Indianapolis INDIANAPOLIS (UPD — The Indianapolis Traffic Violations Bureau collected $4,196 Tuesday, mostly from motorists hastening to pay dverdue parking and traffic fines after police announced a crackdown the 1 uding impounding cif"cars of motorists who evaded the penalties. Casey Stengel Hirifsl964To Be Last Year SAN DIEGO (UPD — Casey Stengel’s coming back, but this is. his last time around. Without spelling it out in big black letters, the chipper 73-year-old Casey made it patently clear today he’ll be back-, with the , New York Mets for one more crack even- though he's the only unsigned manager in the majors at the moment. **l'm down here working, ain’t I, so you can say that I’m going tc manage- next season,” said Stengel, leaving no doubt next year will be his last one in baseball from the tone of his voice. “I feel fine right now,” he added, “and I think I got something accomplished that I set out to do. When I took this job, I said I wanted to get a club built; that I whs not starting a new career for myself. ‘‘Well, I finally got a pitching staff built. I got five men I can sell and if you don't believe me, you can ask anybody in baseball." With baseball officials from all 20 major league clubs attending the annual meetings, the colorful Casey still is the prime magnet here. People who frankly confess they don’t know beans about baseball wander into the hotel lobby from the streets just to see and listen to Stengel when they learn he’s inside. Like all the other managers, Casey spends most of his time trying to make a trade of some sort but admits his hands are tied because, as he puts it, "we can’t offer the other clubs guys like Koufax, Mays and Aaron.” Nevertheless, he maintains his enthusiasm and is wide awake and still talking long $fmost of the others are asleep. To strangers one and all he is unfailingly courteous and cooperative whether they ask him to hold still for a phtograph or an autograph. Giants' Linebacker To Undergo Surgery NEW YORK (UPD—The New York football Giants have placed Bill Winter, their corner linebacker. on the injured deferred list and reactivated Al Gursky, the Penn State rookie- who-has been on their "taxi" squad all season. Winter, a 220-pound National Football League spohomore, will undergo an operation today for the removal of cartilage in his left knee. Former Kendallville J. P. Is Indicted ALBION, Ind. (UPD-Russell W. Stockton, former Wayne Twp. justice of the peace at Kendallville, was jailed Tuesday on a Noble County grind jury indictment charging embezzlement. Stockton was held in $5,000 bond in connection with an Indiana State Board of Accounts report that .a $5,194 shortage existed in Stockton’s court books. Stockton left office Sept. 12 when Noble Circuit Judge John C. Hagen declared the office vacant.
