Senate Votes Free Hand On Sale Os Wheat WASHINGTON (UPD — The Senate, moved by a letter from ■ the dead President, voted Tuesday night to give the new Chief I Executive a free hand in nego- ' tiating the proposed wheat sales to Russia. V By a 57-35 vote, the Senate defeated, a bill sponsored by Sen. Karl E. Mundt. R - S.D., that would have prohibited the Export-Import Bank from guaranteeing commercial U.S. bank loans to finance the sales. Senate Democratic Leader Mike Mansfield, Mont., in a dramatic prologue to the showdown vote, read to a hushed chamber a letter from the late President Kennedy, written a week before his assassination, vigorously opposing the restriction. The letter dated Nov. 15 and addressed to Mansfield said, in • part, “I write to urge in the strongest terms that the Senate should not approve” any legislation to bar government underwriting of the sales. ‘IT would work against the interest of the United States in crippling the American exporter in fair competition with other free countries for non-strategic trade with the Communist world,” the letter said. Calling such a proposal ‘‘against the national interest," the letter was never actually signed by the President, but bore typewritten the ending: "Sincerely, John F. Kennedy." The bill had led to suspension of U.S.-Soviet negotiations for the sale of $250 milliop worth of surplus wheat. Because the Russians also are balking over shipping rates, defeat of the measure does ■ not mean the sale will go through, but the vote did remove a major roadblock to further negotiations. The issue of Export-Import Bank credit guarantees arose after the Russians indicated they would pay 25 per cent down in cash, but wanted shortterm credit terms of 18 months to pay off the balance. Commercial U.S. banks insist that the Export-Import Bank insure or guarantee the 75 per —ceat. balance, similar to the credit underwriting function performed by the government bank for other commercial export transactions. ■ ‘ X • Pittsburgh Pirates Purchase Gene Freese PITTSBURGH (UPD — The Pittsburgh Pirates, in a move to strengthen their infield, today purchased third baseman Gene Freese from the Cincinnati Reds. Purchase of the 29-vear-old Freese was announced by general manager Joe L.. Brown, who last year traded away three-fourths ot the infield that brought the Pirates their first world championship in 35 years in 1960. At the lime, he said the trades’ were ’ made to bulwark his pitching in order to make the club a contender.
Must Pay Sales Tax On Utilities Bills INDIANAPOLIS (UPD — Customers of non - profit utilities such as municipal and cooperative electric, gas, water or telephone services, will be subject to the Indiana sales or use tax. This was one of the points made in a clarification issued Tuesday by the Indiana Department of Revenue for public utilities. The interpretations have the effect of law unless rescinded by the department or nullified by a court decision or an attorney general’s opinion. ’ < The instructions state that the term "public utility" as used in the 1963 law shall mean "any organization of any kind or nature, whether organized for profit or not for profit, or governmental unit.” Assistant revenue commissioner Robert Hale said he did not know whether the municipal utilities or . rural cooperatives had sought to be exempt since the law does not specifically state whether the term "public utility” includes them. The clarified rules spell out that the tax is to be applied to the actual nbt charge periodically billed to the consumer but not to other charges such as deferred payment. delinquency charges, connect, disconnect and other similar charges. In a separate ruling, the department also clarified the question of tax liability on telegraph delivery sales by florists. An Indiana florist who accepts such an order for delivery elsewhere, in or out of the state, must collect the tax on the flowers but not on such things as delivery charges or the costs of telegrams or telephone calls. ■ r A florist who receives such an order for delivery by him is hot liable for the sales tax. Mrs. Claude Weeks Is Taken By Death HARTFORD CITY. Ind. (UPD — Service will be held Thursday for Mrs. Jane Blease Weeks, 45. wife of Claude H. Weeks, former Hartford City High School basketball coach. Mrs. Weeks died Tuesday in a Muncie hospital. Her husband is a patient in a Veteran *Administration hospital at Marion. The Weekses came here from North Vernon in 1948. Previously they lived at Franklin, where Weeks was a coach at the old Indiana - Maasnic ‘H i>m,e>High> School and Mrs. Weeks taught school at Nineveh.
