6ov. Welsh Appoints ' \ .. - ... Four To Commission w INDIANAPOLIS (UPD—Governor Welsh today named four new members to the Indiana War Memorials Commission in a move intended to win for him the “freedom of assembly” battle which has raged for most of
-Ms term, --— The Indiana Civil Liberties Union, with Welsh scheduled as speaker, was barred by the commission from meeting in the auditorium of the Indiana World War Memorial. Welsh personally appealed to the commission to admit the ICLU as a demonstration of freedom of assembly in a stateowned structure, but he was rebuffed. However, Welsh’s news secre-
tary, Richard Martin, in announcing the four new members today, including the first Negro ever to serve on the commission, said he believed it 'was “safe to assume the majority of the commission holds policy views on freedom of assembly” held by the governor. Named to the commission was Dr. G. Tanner Brooks, a Negro physician from Richmond who served in both World War II and the Korean conflict. He
will -fill the unexpired term of Glen H. Cheak, Connersville, which runs to June, 1965. Lloyd A. KeiSler, Bloomington, assistant controller of Indiana University, was named to succeed Ralph Gregory," Bloomington, whose term expired. John D. Clouse, Evansville lawyer, succeeds. C. U. ORDINANCE Short Title: An Ordinance to Amend an Ordinance fixing Kates and Charges for New water Lines. BE IT ORDAINED by the Common Council of the City of Decatur, Indiana as follows: 1. That in the event there is any block or more in the City of Decatur, Indiana, that consists of three (3) or more houses which have been built and have been in the City .limits for ten (10) years or more, that said persons owning property shall pay at the rate One Dollar and twenty-five cents ($1.25) per front foot of new water installations and/or extensions, and the said City shall pay the balance from the Water Department of said City. 2. This amendment shall not apply to new additions. 3. This ordinance shall not effect any other portion of said Ordinance, and except for the property owners set out above, the said property owners shall continue to pay the entire cost of water installations.
