Three From County In Portland Court Three Adams county residents, including one from Decatur, appeared in Portland city court Monday. Ivan E. Hough, 57, of Geneva, through his r attorney, Keith Fraser, filed an affidavit for a change of judge on charges of driving while under the influence of alcohol, and driving left of center. The motion was granted. and the judge will now set up a panel of three from which a new judge will be chosen. Elbert Strickler, 18, of Decatur, was fined $22.75 by waiver on speeding charges. Forest Brubaker, 42, of Geneva, paid $22.75 on a charge of improper passing.
