Ever wonder what the difference is between our elected representatives in Congress? This morning we received a number of releases from our three Congressmen —two senators and a representative. They give a good insight into the real difference. The difference isn’t in the party name—it is the individual’s philosphy. Sen. Birch Bayh announced that he aijd Sen. Vance Hartke have invited the senators from 'five othter midwestern states to discuss expansion plans for for Midwestern Program on Airborne Television Instruction. (MPATI) This is the instruction which our children are getting in the classrooms here by television. It is centered in Indana, and costs about $1 a year per pupil. That’s far less expensive than the same instruction would cost “live”! Sen. R. Vance Hartke had three releases on the use <sHhe Wabash river — he sees it as a potential “Ruhr Valley” and has been quite active in promoting every possible use of the river, and of many fine reservoirs alongxit. Development of the Wabash could revolutionize land values in Indiana. These are two forward-looking Congressmen. They are planning ahead — their ideas may never be enacted 100% into law, or into reality—but they are trying to improve the state of Indiana. And then there was our release from E. Ross Adair. He told us, his constituents, that he had voted to recommit the tax reduction bill. That would have meant that it would have gone back to committee, and would have killed it. This failed, and he then changed over, and went along with the majority, voting for it, but explaining that he was really against it! Adair is like a brake on our national economy, holding back, always holding back.

Ives 24, former Decatur high school teacher and coach, was killed in a crash of two Army Air Fojce planes near the Frederick, Okla., air base. ’The annual tuberculosis clinic, sponsored by the Adams county TB association, will be held here Sept. 30. The Ladies Aid society of the First Presbyterian church met at the home of Mrs. C. C. Pumphrey. The annual inspection of Adams county school buses shows most in excellent condition, with only a few needing minor changes. 16 Lincoln Patrol Boys Get New Belts The School Safety Patrol at the Lincoln school is the first in Decatur to display a new orange Safety Patrol belt distributed by the Chicago Motor Club, sponsors of the School Safety Patrol movement since 1920. The florescent orangte glow belt has been produced to replace the traditional white . Sam Browne belt. The white belts have been in general use since they were first developed by the motor club 43 years ago, and are still being used by other local schools. G. W. Cavanaugh, president of the Chicago Motor Club, said the new belt, with its orange flourescent exterior, offers greater visibility. The orange belt is made of textiles and plastic, he said, and in addition to being strong, lightweight and flexible, it has the same adjustments for size that are available in the white belt. 16 Lincoln Boys The Lincoln school Safety Patrol numbers 16 boys who work in two shifts. A group of eight work the “noon” shift when school lets out at noon, and the second group of eight patrols when school is dismissed in the afternoon. The Lincoln patrol is under the supervision of Jerry Leitz, local teacher. Letters Explain In making the announcement of the development of the orange belt, the motor club said in a letter to all school principals in the club's Indiana-Illjnois territory: “The Chicago Motor Club decided to adopt this new belt after three of extensive testing. Our expergnents reveal that it offers greater visibility, is more durable, and is easier to keep clean than the white belts. Wherever tested, teachers, parents and students were unanimous in their approval.” 7 There are approximately 66,000 white patrol belts now in use by partols in the Chigaco Motor Club’s Indiana - Illinois territory. The Patrol movement, now international in scope, is credited with the saving of at least 17,000 lives in. Indiana and Illinois since its founding by the motor club in 1920. Postmaster Boch Receives Praise Postmaster John Boch said to- 1 day he had received a letter from .William H. Neal, National Director of the U. S, Savings Bonds Division, commending the local post office for its successful effort in promoting the sale of U. S. Savings Stamps, and announcing that children buying their first stamps of the school year will be given a free certificate signed by i the seven Mercury Astronauts, de- , signating then/ as “Junior Astro- : nauts.” These certificates are now ( available at the Post office. “Just as the good service rendered by post office is all-im-portant to the success of School Savings, so is the leadership of Postmasters a source of encouragement to teachers, parents, pupils, and the many volunteers who participate in this partriotic thrift program,” Mr. Nftal wrote. “From your past performance,” he added, “I know you will wish to con- i tinue your help in stimulating the interest of all these groups, there- ; by encouraging more schools to participate in the program in the . months ahead. “May I thank you once again for the loyal support given this program over the past twenty-three ' years, and offer my wishes for -future success in the thrift services provided so ably by you to your community and your nation.” In his own endorsement, Postmaster Boch, said: “Selling Savings Stamps through the schools and over-the-counter to the public is a part of the Post Office Department’s services of which we are particularly proud. The Trea-sury-sponsored School Savings Program not only promotes practical thrift but also acquaints our young people with their government and their duties and privilages as ' American citizens. I know of no finer way to build for a better to- , morrow than by training our youth of today in the sound American heritage of thrift.” Savings Stamps in 10c, 25c, 50c, $1 and $5 sizes are on sale at the post office at all times, as well as on Stamp Day in schools. Single Draftees Save Nation S4O Million By DARRELL GARWOOD United Press International WASHINGTON (UPI) — The Defense Department is well pleased with the results of President Kennedy’s recent ordSr deferring married men from the draft. Preliminary studies indicate that the order will save S4O million or more annually in military personnel costs, in addition to bringing the Army a more usable type of recruit and possibly increasing re-enlistments. For these reasons, reports that the department has asked for revocation of the order brought a quick denial from Pentagon officials interested in military manpower trends. In the last two years, the Army Las drafted approximately 40,000 married men who were entitled to an allotment of $83.10 a month not. enjoyed by single draftees, who usually outnumber them about 4 to 1. S4O Million A Year The additional personnel tab for 40,000 married men thus comes .to nearly S4O million a year. Bachelors can get the allotment by marrying while in service. The allotment for a married man would be increased to $lO5 a month if his wife had a child. Another possible saving is in the slightly greater tendency of single men to enlist after their two-year draft terms. Although the rate of such enlistments is low—between 5 and 10 per cent—each individual decision to stay in service can save thousands of dollars in training costs. Single men also are preferred because they offer less of a problem when it is necessary, as it usually is, to assign them overseas during the first two years. "Continued expansion of facilities for training young covers is essential if we hope to keep pace with Indiana's growing volume of traffic and help reduce the annual loss of life and property resulting from traffic accidents on our streets and highways,” he added.

Reduce Gold Outflow And although the item is small, it is not being overlooked that sending a higher percentage of single men overseas will slightly reduce the gold outflow from the United States. The department declined to estimate how many hastened marriages may be caused by the President’s order, or to guess what the effect might be on the country’s birth rate. There has been considerable speculation, however, that the order in effect since 1955 against drafting fathers helped for several years to sustain a high birth rate, and that the order against drafting married men may for a time have a similar effect. The average draft age is now 23 years. By reducing the available draft pool, the presidential order might tend to cause the induction of younger men, but defense authorities said the effect in this respect will be slight.
