In United Fund Blood Program, Gray Ladies, War Relief, Part Os Red Cross
The American Red Cross is one , of the ten agencies included in the Decaftir Community Fund drive. It has submitted a budget request for $5,867.00. The American Red Cross is an 82-year old branch of a centuryold world organization. It was 'pioneered in this country by Clara Barton, who organized the first American unit in 1881 and led it until 1904. Through its battlefield and emergency relief work it has become an American institution. 2 MiDion Volunteers Today it has 3600 chapters find more than 2,000,000 volunteer workers. It has continuous services for the armed forces and for veterans. It is on the job everywhere, providing food, shelter, and medical aid in disaster areas. It than two and half million pints of blood each year and trains over 200,000 home nurses each year. It has first aid and water safety instruction programs. In wartime the Red Cross renders aid to wounded and all combatants. prisoners non-combat-ants and disabled veterans. In peace it brings aid and comfort in time of natural disasters and helps prevent accidents by training in health, nursing and safety. Born In 1917 The Adams county Red Cross chapter was born in 1917 as a humanitarian answer to the needs of American soldiers who were fighting in the trenches of World War I. Congress declared war at 1:13 p.m. on April 6, 1917 and that very evening the doctors of Adams county met in the Decatur’s old city hall to form a medical, dental and pharmaceutical defense committee for the county. The meeting was called by Dr. Miles Porter of Fort Wayne and the state chairman of the medical defense committee. On April 16 the group organized the county Red Cross chapter. - — - The chapter had many members and many activities during the course of the war. It Continued to operate after peace was declared. During the. depression it contributed food, clothing and fiancial aid to those in need. It
2nd Car Theft For Local Boy A 16-year-old Decatur boy has — been turned over to the juvenile authorities for the theft of an automobile this past weekend. Kenneth Linn Vore, 16, of 515 W. Adams St., has been released to the custody of his parents, and has been slated to appear in juvenile court at a later date. The youth was taken into custody Tuesday after he had stolen the automobile here Saturday and driven it to Centreville, Mich., that evening and then returning Monday morning. Vore took the 1953 model auto owned by Homer Fickert, 437 Bollman, srfid drove to Centreville Mich., parking it there and walked to a\irl friend’s home six miles according to his statement. On Sunday, the girl’s parents drove him to Sturgis, Mich., where he later stole a ieep truck and drove it to Centerville. There, he picked up the Fickert car and began the return trip to Decatur, Upon arriving here around 10 a.m. Monday, the youth parked the car on the Winchester Road, near U. S. 27, and walked home.
Citizens Telephone Company Making Major Changes By Spring
Impprtant changes for eveiry telephone user will be made in Monroe, Preble, Tocsin, Poe, Hoagland, and New Corydon exchanges in the next six months, as the result of two years of planning and construction, the Citizens Telephone Telephone Company announced today. In brief, Preble, Tocsin and Poe will switch to dial service through a new exchange at Magley on Nov. 16; December 15, Monroe subscribers will get new numbers and a new, larger exchange; in early 1964 New Corydon will be switched to dial service from Bryant;

continued' to provide service during the years of the World War II and the Korean conflict. Blood Programs In 1951 the Blood Donation program was initiated. Currently the Adams county chapter conducts several donor campaigns each year. It also maintains classes in first aid, home care of the sick and injured, and mass feeding. Volunteers maintain First Aid stations at the 4-H fairs, basketball tournaments,- Santa Claus trains and other events. They also given first aid and home nursing demonstration in various schools throughout the county. Out of the amount which the local' chapter has requested from the Community fund, 60 per cent will be retained for local use and 40 per cent will be forwarded to the national Red Cross fund. local Red Cross chapter offers are: Water safety: Under the direction of Tim Rohers the Berne swimming pool has a complete water safety course from beginners to skilled swimmers. Pine Lake also had water safety course under the direction of Mrs. Glenn Scholer . Gray Lady Services Gray Lady service: This Is a new service in the chapter. At the present time there are 26 certified Gray Ladies. These lad,ies serve at least one day per week at the Adams county home, Berne nursing home and county memorial hospital. Since January 1 they have served, at least 1000 volunteer hours. Home service: This program offers aid to servicemen, veterans and their families and also helps families in such tragedies as fires.
Geneva, custodian of the Limberlost cabin, introduced the speaker. First Editions Miss Bertha Heller, librarian, explained her display of first editions of all the works written by the Adams county author. She also displayed photostatic copies of magazine reviews of several books as they were published. Also of special interest at the meeting were several letters read by the secretary, Harold Long of Geneva. Several individuals were asking for information concerning former residents of this coun-< ty. The meeting closed with an invitation from Mrs. Fenstermaker to the Society to hold a future meeting in the Limberlost cabin in Geneva. Amish Boy Arrested For No Buggy Plates Paul Eicher, youthful resident of route 2, Geneva, was arrested Tuesday for failure to display county license plates on the buggy he was operating, Eicher was arrested by the sheriff’s department and taken to Justice of the Peace court in Berne, where he pleaded guilty, and was fined $lO and costs, amounting to $26, which he paid. •

IIP. M. State Curfew Enforced Here
Adams county sheriff Roger Singleton reminded all Decatur and Adams county young people under the age of 18 of the statewide 11 p.m. curfew, in a statement this morning. The sheriff issued the warning since more violations of the curfew are expected now that school has opened and football games, basketball, school dances, etc., are being held. Since- the first of the year city and county law enforcement officers have been enforcing the law on curfew offenders, and this will continue to be the case, according to sheriff Singleton. He warned young people that even though there is a football game, school party, or some other such school function, they must go directly home after the function is over — or be in danger of being taken into custody for violating the curfew. Law Detailed The curfew law, which, contrary to belief, is a law of the state of Indiana and not just Adams county, is as follows: “The words delinquent child shall include any boy under the full age of 18 years or any girl under the full age of 18 years who . . . wanders about streets of any city, or in (on) or about any highway or any public place between the hours of 11 o’clock p.m. and 5 o’clock a.m. without being on any lawful business or occupation, except returning home or to his abode after attending a religious or educational meeeting, or social function

High in the 70s. -w TWO SECTIONS Monroe Water Safety Honored The outstanding safety record of the Monroe Water Dept, of Monroe, will be recognized by the Indiana section, American Water Works Association, at the annual District meeting of the Indiana State Board of Health Northeast Branch on Wednesday, Sept. 25, it was announced this morning. The district board of health meeting will be held at the district water works meeting at Marion on that date. t The Monroe water utility will ‘ receive the Award of Merit from a representative of the safety committee of the A. W. W. A. state group. The chairman of this committee is O. W. Summers, chief engineer, Plant Engineering Dept., of the Indianapolis water company. Each year the safety committee analyzes the accident frequency rate of water utilities, which, combined with the num ber of employees, determines their qualifications for the safety award. The district meeting will also feature presentation of oJhn N Hurty service awards for 25 years of meritorious service in the water industry in Indiana. Technical discussions at the meeting will include a discussion of value and hydrant maintenance and a panel presentation concerning ailing water tanks.

Numerous violators have been picked up in recent months, and in most of these were cases the violation was considerably later than 11 p.m. When a youth is picked up for violating the law, he or she is held at the Adams county jail until the parents are contacted; they are then released to the custody of their parents. Five Last Week This cast weekend, five boys were taken into custody and charged with being minors in possession of alcoholic beverages. They were arrested around 1:30 a m. Two of the youths' parents were not in town, and neither was released until the parents had been contacted and returned to pick up ; the children, which was late Sunday. Two Geneva girls, sisters age 12 and 15, were recently picked up in that city for violation of the curfew, so the enforcement is not just in Decatur but throughout the county. Other counties have also been enforcing the law, and will continue to do so.
Car-Train Wreck Here Oa Tenth St A route 6 resident escaped serious injury when the truck he was driving was struck by an ErieLackawanna railroad train at the Tenth St. crossing at 12:34 p.m. Tuesday. William Gerald Straight, 44, route 6, Decatur, was driving the truck north on Tenth St., and failed to see the train approaching from the east, until the train had struck the tAick’s right front. The impact turned the truck around so that it was facing west while being pushed down the tracks until the train was stopped. Straight jumped from the cab of the truck when his vehicle turned around, and was not injured. Brakeman Willis Haynes of Huntington said that he was standing in front of the crossing and had signaled for Straight to stop, but Straight apparently failed to see his signal. The truck suffered an estimated S9OO damage, and the train suffered a slight $lO damage. High School Bands Invited To I. U. BLOOMINGTON — High school bands in Adams County and in the state’s 91 other counties have been invited to take part, Oct. 26 in Indiana Uhivqrsfiity's annual High School Band Day activities. Featured during the day-long attraction is the mass band performance prior to the kickoff of the I. U.-Cincinnati football game. Also performing during the afternoon will be the University’s Marching Hundred Band. Ninety-two bands, with memberships totaling over 6,000 bandsmen, took part in the 1962 program. " Ronald D. Gregory, band director at Indiana, is in charge of the traditional band show.

Marilyn Knudsen Semi-Finalist For National Merit Scholarship
An active Decatur high school senior, Marilyn Knudsen, has been named as a semi-finalist in the 1963-64 competition for a coveted National Merit scholarship. Only 13,000, from 16,500 schools in the U. S., have been chosen. Miss Knudsen, the daughter of Mr. and Mrs. Jhck Knudsen, 341 S. Fifth street, was selected as a semi-finalist because of the high score that she received on the National Merit Scholarship qualifying test, which she took last spring as a junior. This test ofedupational development was given in more than 16,500 high schools last March. Step Toward Scholarship The test is the first step toward winning a four-year Merit scholarship to a college of the student’s choice. The semi-finalist group is composed of the highest scoring students in each state and in United States Semifinalists must substantiate their qualifying test performance on a second examination, be endorsed by their schools, and fulfill certain routine requirements to become i finalists. All Merit scholars are . selected from the finalist group, i Marilyn has been an active stu- > dent throughout her high school . career. Armed Forces Overthrow Dominican Government
SANTO DOMINGO, Dominican ' Republic (UPI) —- The armed ’ forces deposed and arrested Pres- , idcnt Juan Bosch today in a military coup proclaimed as a 'blow against the rise of communism in the Dominican Republic. The revolt leaders dissolved parliament, set up a provisional government, outlawed the new constitution which Bosch rammed through the congress last July and outlawed the Communist party. Bosch and his entire cabinet were held prisoners in the presidential palace. A manifesto signed by 27 ranking officers of the army, navy, air force and police pledged continued Dominican adherence to international commitments. South Bend Lady Ejected From Office SOUTH BEND, Ind. (UPD— Mrs. Angelica Bilkey, formerly of South Bend, bad been scheduled to become vice-minister of finance today in the Dominican Republic. But her assumption to that post obviously was interrupted by the overthrow of President Juan Bosch this morning by rebels who arrested Bosch and seized control of the government. Mrs. Bilkey, her 43-year-old husband, Dr., Warren J. Bilkey, and his couple’s five children have been in the Dominican Republic since last May when they moved from their , home near South Bend to take part in Bosch’s administration. Bosch became acquainted with the Bilkeys during a visit to South Bend while he was in exile. Last December he and his wife, Carmen, came here to spend the Christmas holidays with his son, Patricio, 17, then a junior at St. Joseph High School. Patricio was transferred unex-

Monroe, New Corydon An enlarged central office for the Monroe exchange will be put into service on December 15th. This change has been necessitated by the constantly growing area in and about Monroe plus other factors. New telephone numbers will be required for every subscriber at the Monroe exchange and temporary telelphone directories will be issued to all affected subscribers in the Citizens System.
■L Miss Marilyn Knudsen reporter for the Decatur Daily Democrat, She is active in church work and is a leader in the Presbyterian Youth Fellowship group. She was also a participant in both the Miss Adams county contest and the Junior Miss Indiana contest held last week at Bluffton. Being named a semi-finalist is a boon to any college-aspiring student, even if they are not selected as finalists. To increase their opportunities to obtain financial assistance the Merit corporation sends the names of semi-finalists to all accredited colleges and universities and to other scholarship granting agencies and financial aid sources. Studies show that about 50 per cent of the semi-fin-alists obtain financial aid from sources other than the Merit program. 97% Get Help In past years, about 97 per cent of the semi-finalists have become finalists as a result of" their scores in the spring test. All finalists receive a certificate of Merit in recognition of their outstanding performance in the program. As finalists, the students will be eligible for scholarship awards sponsored

Mrs. Bilkey, an economist, was a guest of the Bosches at his inauguration last February. Her husband is on leave of absence as an associate professor of economics at the University of Notre Dame. He has been serving as an economic!. advisor to Bosch. Bosch gave a couple of talks at South Bend during his Christmas holidays visit and expressed at that time great hopes for a democratic government in his country. The coup leaders included Generals Antonio Imbert and Luis Amiama, only survivors of the group of rebels who assassinated ex-dictator Rafael L. Trujillo to start the Dominican Republic on its march to democracy after more than three decades of dictatorship. Following up the manifesto's outlawing of the Communist party, police immediately threw a cordon around the headquarters of the pro-Castro “14th of June" party. The coup was pulled off at 3 a.m. First reports indicated it was carried out without gunfire or bloodshed. Radio Santo Domingo, the government transmitter, ’ told people of the coup in a pre-dawn announcement, saying "the corrupt and pro-Communist 1 government of Juan Bosch' has been deposed by a coup d'etat.” The announcement called for public calm and order and warned citizens against being tricked into violence by Communist agitators. The area in and about New Cor-1 ydoh will begin receiving dial telephone service from the Bryant exchange during the forepart of 1964. Cable is being installed, at the present time, to extend such service to the New Corydon area. When the last subscriber New Corydon Telephone has been changed over to service from the Bryant exchange, the old switchboard presently located in New Corydon will be disconnected and retired from service. In the last phase of the competition , Marilyn’s high school grades, creative accomplishments, leadership qualities, extracurricular activities and school citizenship will be of primary importance and will be evaluated along with her test score. Winner* Next April Ute names of the Merit scholars will be announced in late April, the exact number depending on the extent of sponsor support of the program. In 1963 about 1500 Merit scholarships were awarded. Each Merit scholarship is a fouryear award to cover the undergraduate college year. The recipient’s stipend is tailored to his need. Awards may reach a maximum of S6OOO for the four years of college. For students who already possess finanical resources which will enable them to attend the college of their choice, the awards are S4OO for the four years. Stipends now average about SBSO each year. Finalists designate the college they wish to attend and the course of study they plan to pursue. Marilyn hopes to attend Indiana University. The colleges chosen by the Merit scholars in most instances also receive supplementary grants. Nearly 7,500 Merit scholars have been appointed since the program was established in 1955 with grants from the Ford Foundation and the Carnegie corporation of New York. Thousands of other participants have been helped in obtaining aid from other sources, and colleges have been assisted in their efforts to locate qualified students.
Thurman Smitley Funeral Sunday Funeral services for ThurmaA ( C. Smitley, 54, a native of Jefferson township, will be held Satur- , day at 2 p. m. at the Yager funeral home, Berne, the Rev. Frank Voss officiating. Smitley, an apartment building manager in Las Vegas, died suddenly at 3:30 p m. Monday while en route to a local hospital with a heart attack. * He was born in Jefferson township Dec. 5, 1908, the son of Jess and Amanda Kelley Smitley. He was never married. Survivors include a brother, Paul, of Las Vegas: and two sisters, Mrs. Art (Edna) Getter, of Detroit, and Mrs. Joe (Dora) Baud, Las Vegas; one sister, Florence Bennett, preceded him in death, . Friends may call at the Yager funeral home after noon Friday until the time of the service. - '* Santo Domingo invited the opposition National Civic Union, Social Democrat Alliance, Dominican Revolutionary Vanguard, Christian Democrat, Nationalist Democratic Revolutionary and Christian Democrat Progressive parties to choose a provisional government. It said the leaders of.the parties named had accepted the invitation and met immediately to draft a government. The coup came just 24 hours after apparent collapse of an anti- z Communist general strike called by opponents of Bosch. The coup also coincided with new tensions between Haiti and the Dominican Republic over border incidents. The Rosch regime earlier this week had protested to the organization of American States against alleged Haitian "aggression,” only to admit later the Haitian fire directed against Dominican soil was being directed against guerrilla forces.
