Drunken Driving Here This past week two well-known Decatur citizens were driven off the road by a drunken driver, who at the same jiime drove two or three other vehicles off the road. One, a station wagon, narrowly avoided a head-on collision, and had the berm been narrower, there would have been a fatality or two, as the drunken driver carrened wildly from one side of our main highway to the other. * These two public-minded citizens ran down the car, forced it off the road, and took the keys from the obviously drunken driver. They then called the police, and gave their names. These same two men were deeply shocked when they read in Monday’s paper, first an accurk ate account of what had happened, and then that the charge of “public intoxication” was placed against the man, and that he was fined S3O; they had fully expected the man would be tried for drunken driving, and that his driver’s license would be taken for at least six months. These men happened to be public spirited, and they had taken it for granted that they would be called as witnesses to testify that the man was driving, and was drunk while so doing. They did not realize that most “good citizens” are very willing to complain, but “don’t want to appear in court for fear of offending someone.” It just hasn’t occurred to the prosecuting attorney that he has two witnesses who would be happy to help him win his case. This editor feels very strongly that driving and drinking do not mix, and that those who attempt it should be strongly rebuked by the court. We realize that it is not always technically possible to present a “good” case to the judge on drunken driving, but we feel that when evidence indicates, the prosecutor can strongly recommend to the court a sentence of six months, with a suspension if the driver will surrender his driver’s license for the duration of that period. This would remove the driver from the road, without necessitating the almost impossible proof now necessary for a “legal” conviction. Which brings up the s t ro n g necessity of changing our present law. We need a law in Indiana that authorizes every license to contain the words that the license-holder grants, in the return for the license, the right of a breath or blood test for alcohol. Now any drunk can refuse to take the test, without losing his license. Every driver, every predestrain is endangered as long as drinking drivers are allowed to rule the highway.

AH necessary labor and equipment to Install, hookup, erect, and connect forty-four 400 watt Mercury Vapor Luminaires to be installed and placed on Thirteenth Street in the City of Decatur, Indiana be- , tween Washington Street and entrance Into Krick-Tyndall, to be placed at approximate intervals as shown by a lighting layout prepared by Indiana & Michigan Electric Company on file with the Clerk-Treasurer of the City of Decatur, Indiana. 2. All necessary material and supplies for the said forty-four 400 watt Mercury Vapor Lu minaires, pursuant to the material requirements, specifications, and descriptions on file in the offices of the ClerkTreasurer of the City of De. catur, Indiana. 3. A combination bid, which would be the labor set out in number 1 above and the material and supplies set out in number' 2 above. 4. Injaddition to the above installation, City contemplates other Installations in various locations of the City of the general type set out above. Bidder shall also set out alternate for price per installation plus cable per foot to be placed at such places as designated by the City of Decatur.
