TAx Ciit Needed The First National Bank of Chicago, in its August bulletin, discusses the moderate expansion of U. S. business. For the period ending July 15, employment rose to a record 70.8 million persons, 1.2 million higher than a year ago. But unemployment remained at 5.6%, compared with 5.4% a year ago. Thus, even though we are providing more non-farm jobs, unemployment is continuing to rise. This is due partly to the large increase in numbers of children now graduating from high school, and going directly into the labor market more education. It is due in part to the continuing retooling in industry, elimination of manual labor, and increase in need for trained persons. Our gross national product increased to an annual rate of $579 billion, 4.8% gain over a year ago. This was due 66% to increase in consumer and business outlays, 25% to expanding foreign trade, and less than 10% to rising government expenditures, mostly state and local. Outlays by consumers normally accounts for about two-thirds of all expenditures in this country. This is important to remember, and is a statistic quoted by the First National Bank in its monthly report. This means that anything which would help the consumer get more money to spend would immediately improve business. Think of what a 10% cut in Federal taxes would mean to consumption spending! Everyone would have more money in his pocket to buy the things he needed. This, in turn, would mean the businesses would immediately expand to take care of the needed production. More people would be employed, cutting the high rate of unemployment. Families would need more things — cars to get to work, homes in which to live, etc. This would only be true if the tax is NOT accompanied by a cut in Federal spending! Because, if Federal spending is cut, then jobs are cut back by that same amount — Federal spending, after all, goes to people the . same as private spending. Many contracts in every big plant are for the Federal government, many houses needed for homes for government workers, etc.
