Suspended Licenses The news that a driver recently killed in a neighboring county was driving while his driver’s license was supended has led to a review for the entire process of suspending driver’s licenses. For example, minor courts in Indiana, such as JP or city courts, have the right to take driver’s licenses, or recommend that the state take them. As a matter of practice, our local courts have been recommending that the state take them. But it generally takes almost a month before the state is notified, and then informs its field man of the suspension, and the field man has time to get to the driver and take the license. This means that the driver has almost a month of driving, after the court has recommended his license be lifted. And furthermore when the license is finally taken, the time is figured from the date of the conviction, not from the date that the license is taken. Frequently licenses that are taken for only a month are never actually lifted. This poses problems. The newspaper story says that the judge has recommended taking the license. To the average reader, this means the license has been supended. This was the obvious intent of the law and of the court. But in practice, Mr. Average Citizen sees the conviction miscreant driving his car around, free as a bird, getting in more trouble. And this leads to harsh words on the part of Mr. Average Citizen toward law enforcement officials who are powerless to change the court’s way of acting. Another problem is the conditional license. Where a worker lives in one town and in another, he may possibly need a conditional license if his own driver’s license is suspended— But there would be little reason to grant a conditional license to a man living only a few blocks from his work, and from his church, etc. After all, it won’t hurt a man to walk ten or 12 blocks while his license is suspended — it might even make him think a second time before driving recklessly, or after drinking. We feel very strongly that it is the intent of the law, and of the court, that suspension begin 'immediately after conviction, and that to expedite this, the judge should take the license himself; also, that conditional licenses, which are impossible for the police to check, should be granted only in extreme emergencies, where outrof-town employment, with no possibility of sharing a ride, exists.

Alcoholic Beverage Distribution Higher INDIANAPOLIS (UPI) — The state auditor’s office announced today a quarterly distribution of $993,515 to Indiana cities and towns representing half the total revenues from alcoholic beverage gallonage taxes between April 1 and June 30.
