Committees were appointed for securing canned goods and for work on a float for the 4-H fair. Reporter, Ronnie Journay American Football League Owners Meet BUFFALO, N.Y. (UPD—Commissioner Joe Foss and the American Football League club owners today go into a two-day huddle to call the policy-making plays for the professional circuit’s fourth campaign. Major topics on the executive committee’s calendar include cutting rights, security arrangements, scouting regulations. cut-. down dates, pre-season schedules, training camp periods and televisidn exposure. The league’s general managers and coaches will get together Friday — and possibly Saturday —for what promises to be a lively round of trade talks. The question of cutting rights was expected to cause considerable debate, based on thd outcome of the first phase of the league's equalization draft May 11. A bid to beef up the New York Jets and Oakland Raiders, the doormat teams in 1962, fell far short of expectations. The Jets (formerly Titans) only selected Indiana tackle Jeff Slabaugh, a Buffalo pick, and West Virginia end Gene Heeter from San Diego in the special draft that provided 24 eligible players for New York. From a list of 12 unfrozen players, Oakland’s lone choice was defensive halfback Claude Gibson of San Diego. A provision worked out by the owners in May appears to be a controversial one. It would give the Jets and Raiders first crack at all players released by American, National and Canadian league teams. Many owners have indicated they might vote to change the present set-up on cutting rights. Foss and the owners plan to present proposals to revamp the security program to provide greater protection for teams and establish rules of conduct for players.
