Alley Torn UpTo Install Catch Basin The alley between the Kroger Store and Frlckle’s was torh up this morning so that a catch basin could be installed to drain the water from a low spot where the alley enters Second street. Two street department workmen started digging at the intersection this morning, and will connect the new basin with the sewer where the two alleys intersect in the center of the block. It will take some time to complete. Another Joe Jauregui. belived to reside in the Union City area, was actually the man whose license was suspended on the charge. Fire Caused Here By Gas Explosion The fire department was called out early this morning to extinguish flames that were caused by a natural gas explosion at the corner of Jackson and Ninth Sts. Chief Cedric Fisher explained this morning that a gas leak in the sewer in that area had caused a small explosion earlier Wednesday evening, and the exploscion had blown off the manhole cover} Shortly before 4 a. m. today, another small explosion occurred and flames were shooting from the hole in the street where the manhole cover had been. A neighbor heard the, explosion this morning and saw the flames, and called the fire department. The Gas Co. dispatched workmen to the scene of the leak for repairs.

[ill: And 6. E. Open Informal Discussion NEW YORK. N. Y. — Representatives of the United Electrical, Radio and Machine Workers of America (UE) met with officials of the General Electric Company today to engage in informal discussions prior to the opening of formal negotiations. In arranging for “informal discussions,” the UE made it clear that it wanted no part of the plan to set up subcommittees of “experts’’ such as the company has worked out with the IUE, AFL-CIO. In a letter to the company, Joseph Dermodv, secretary of the UE-GE conference Board, stated that UE would not “bypass designated union negotiators with subcommittees of ’experts’,” and explained that there could be no question of commitment during these talks, since UE “negotiators are without power to commit the union to any proposition without ratification of the membership.” Dermody sees these subcommittees of "experts” and “fact-find-ing” and "explorations in depth” as attempts to do away with real collective bargaining. In the informal discussions, which began today, UE will be represented by its standing committee designated by the UE-GE conference board, and the meetings held between UE and the company before negotiations in 1955 and 1960.
