A Progressive County Mercer county, Ohio, neighboring Adams on the southeast, has made and is continuing to make great progress for its children. Recognizing the need for specific education, Celina, 0., led the way in providing a junior college for a four-county area, a junior college whose head is, by the way, from Hartford township, Adams county. The junior college, which provides, right in Celina, at least two years of college work, so the student can work, live at home, and save money to help pay for the final two years on campus. This is a real boon for the children of Celina — more of them will be providing good salaries, good homes, for their families in the future because of it. Now the two school boards in the county (in Ohio, school district consolidation took place at the level where it belongs — where the Constitutional authority lies — and is completed) are planning a joint vocational high school! Yes, a high school specially designed to meet the needs of those who do not want, or whose parents do not encourage them, to enter college. Probably 50% of any class of students would not desire regular college training. These people need special training and education just as much as future college students, but they need a different kind of training. Many of our schools with small farmboy attendance, including Decatur high school, have had to drop vocational agriculture. Vocational home economics is a part of several school systems. So is vocational shop, with varying facilities. Some of the schools have commercial typing, shorthand, business English, and business mathmatics. But far greater variety and more classes could be offered in all of the schools of the county. In some high schools of the state courses in automotive science, repair of cars, breaking down of engines, etc., is offered. So are printing courses, factory machine courses, advertising and window design, and hundreds of other subjects. But no small school (and all of Adams county’s present schools and. districts are small, only one” over the recommended minimum in size, none approaching a maximum) can offer such variety, can it? With speech and hearing therapy, remedial reading and English, and other courses needed to fit our children into good positions in life? What will your child have in the future?

Kroger Scholarships To Be Offered 66 A total of 66 Kroger scholarships for freshman students in agriculture and home economics will again be offered at land-grant colleges in 23 states, for the 1963-1964 school year, it was announced today by A. W. Smith, vice president of the Fort Wayne division of the Kroger Co. which operates stores in this area. Two new schools were added this year, Smith said. They are the University of Minnesota and the University of Maryland. The scholarships, which are for $250, are available at land-grant colleges in midwestern and southern states where there are Kroger stores and in California and Florida where Kroger fruit and vegetable buying offices are located. In the Indiana area, two scholarships are offered at Purdue University. Any graduate of an accredited high school is eligible. Application should be made directly to the college. Scholarship winners are selected by the scholarship committee at each college and the school will notify winners by mail. Kroger scholarship awards will be made on the basis of scholastic standing in high school as well as leadership in school, church, or youth groups. Financial need may also be considered. "The increasing complexity of the world in which we live makes education a growing necessity for our young people,’' said Smith. “The 1600 men and women who have entered college with the assistance of Kroger scholarships during the past quarter of a century are today representing their communities in many capacities. Escapee Returned To State School Dale Clouse, 18, a student at the Fort Wayne state school, was returned there by the Adams county sheriff’s department Monday. The .youth walked into the jail Sunday* and explained he had escaped from the state school nearly a month ago, and until that time had been living in a barn near Berne. Allen County Farmer In Serious Condition Harold A. Buhr, 34, of route 1, Stellhorn Road, Allen county, is listed in serious condition at the Parkview hospital in Fort Wayne, after a faulty dynamite blast blew up in his face Friday. Buhr is .well known in the Berne area, and is a member of the Adams county Holstein breeders association. , Preble Bus Drivers To Contact Trustee Anyone interested in driving Preble township school buses should contact township trustee Robert Kolter no later than April 20, Kolter said this morning. According to Kolter under a law, senate bill 251, which went into effect in March of this year, townships no longer have to let bids for bus driving. 20 Years Ago Today April 16, 1943 — The Very Rev. Thomas A. Brandon, C .S. C., prior of the Fort Wayne community of Crosier Fathers, and rector of Sacred Heart Seminary, will deliver the commencement address at the Decatur Catholic high school June 4. A colorful patriotic pageant will be presented at the Decatur high school April 29-30. Replacing both senior and junior class plays, the cast will include practically all students in the school. The chain of Brady Bros, stockyards in Indiana, Ohio and Michigan, including one of Decatur, has been sold and will be known as the Kennet-Murray stockyards, effective April 19. Western Alliance Confusion Lessens
By STEWART HENSLEY United Press International WASHINGTON (UPI) — The tension and confusion within the Western alliance appear to have diminished somewhat in recent days, but the change is one of atmosphere rather than substance. American officials hope to take advantage of the new mood to restore some of the momentum in NATO planning which was lost under a blow from French President Charles de Gaulle last January. Washington realizes, however, that the opportunities are limited and the approach must be devious. The improved atmosphere in the alliance seems to stem from two factors, both of them somewhat intangible: , —Renewed French cordiality toward Secretary of State Dean Rusk and British Foreign Minister Lord Home during Allied consultations in Paris last week. —lncreased evidence that other European members of NATO resent De Gaulle’s tactics and are not willing to support his efforts to create an inward-looking Europe removed from U.S. and British influence. The second factor may have had some effect in bringing about the first. Faced with De Gaulle’s flat refusal to help create a NATO nuclear force and his insistence on going ahead with independent plans, Rusk came up at Paris with a flanking move which may or may not succeed. under the NATO commander, subject to U.S. veto, targeting plans for some British nuclear bombers, three U.S. Polaris submarines and aircraft of eight other NATO countries which have arranged to secure U.S. atomic weapons for some of their planes. France is among these eight, since she agreed recently to take atomic weapons for two of her fighter bomber squadrons based in Germany under NATO commandThis end run, if successful, would create what Rusk now calls the “inter-Allied nuclear force.” Its effect would be principally psychological. It would be a pale shadow of the "multi-national” force envisaged by President Kennedy and British Prime Minister Harold Macmillan at Nassau. The force would add nothing to the nuclear striking power of NATO. Its warheads, except for those of the British, would have to remain in custody of U.S. military officials until Kennedy actually ordered a strike. However, coordination of the force, limited though it might be, would save face by providing something which could be called a NATO nuclear group which might satisfy to some extent demands of European Allies for an increased voice in nuclear strategy. They could participate, on the NATO staff, in plotting the targeting for the inter-Allied nuclear force.
