Rejecting Low Bids When should a taxing unit reject a low bid? Some people would say, “Never.” Moat of those with experience would say when there is a substantial difference in the quality that can be expected from the bidders. Others would say that it is “almost always” better to deal with established firms than with new ones, just getting started. In a neighboring county ,the board of county commissioners recently rejected a bid for road materials, even though it was low in three separate cases. They told reporters that they turned down two bids because the state had not approved the bidder for the substance involved, and in the third case because it would necessitate splitting a contract for a small amount, which they had never done. The county engineer objected, on the grounds that the particular company had always met specifications for goods which he had used from them. The company explained that under state law they did not meet the per-hour quantitive specifications, but met all of the qualitative specifications. While the company in question has never received a contract from the county in question, the company representative points out that his firm has saved the county “thousands of dollars” — because the company who does get the bids must now be fairly close, or risk the commissioners’ bad will. Commissioners, of course, have no intention of being dishonest, but they want to do the best for their county, and they would, in many cases, rather deal with an established firm, whose work quality is well-known, rather than a newer company.

Tough Hassle Looms For U. N. Assembly
By BRUCE W. MUNN United Press International UNITED NATIONS (UPI) — A tough hassle is in store for the U.N. General Assembly when it meets in special session next month to discuss financing of U.N. peace-keeping operations. Prosects are that the best to be expected is a stop-gap arrangement to meet the costs of the Congo operation and the maintenance of the U.N. Emergency Force (UNEF) in the Middle East for the rest of this year. The financial problem is likely to be tossed to the next regular assembly session, meeting in September, for long-term solution. Last fall, the assembly appointed a working group of 21 countries to “study special methods for financing peace-keeping operations of the United Nations involving heavy expenditures, such as those for the Congo and the Middle East.” The group met privately 18 times in February and March and reported this week that it was unable to agree on any method of financing the operations. The problem, of course, is fundamentally a human one. Nobody wants-to ante up more for the common pot than he absolutely has to. That principle extends to the United States, too, which is regarded by both its friends and mere acquaintances here as the open-handed backer of U.N. enterprises. The United States told the committee of 21 that it would pay only its assessed share of future operations—32.o2 per cent—and not a penny more, unless other countries paid up. In the Congo, the U.S- share has been something between 47.5 and 50 per cent. The United Nations assesses on the basis of ability to pay. On national per capita income figures the smaller powers argue, the United States should pay about 45 per cent of U.N. costs. Russia and its allies held their traditional position that since the Security Council is responsible for peace-keeping operations, only the council could impose binding assessments for such work.
