Face Os Ancient I Rome Is Changed By RAY MOSELEY United Press International ROME (UPI) — The face of ancient Rome is being changed. The majority of Romans, however, show little concern over the sale of palaces and parks to foreign interests, the encroachment of modern buildings on ancient ruins and the construction of industrial and other structures on historic sites. Those who do care claim the city is being mutilated and defaced. The processs has been going on, l of course, since the barbarians ■ sacked Rome 16 centuries ago, and carried away many of its treasures. Medieval popes and princes continued it, stripping the Colosseum of marble and stone and razing great pagan buildings to ' erect churches and palaces. In the 20th Century dictator I Benito Mussolini ruthlessly tore down old buildings and sealed over ancient ruins to build broad avenues from Piazza Venezia to the Colosseum and from the Tiber River to St. Peter’s Basilica. Park Closed Off The park of the Villa Strohlfern, said to be one of the city’s most beautiful, is closed off to Romans behind high walls because it belongs to the French Academy. The Doria - Pamphili Palace, one of the architectural masterpieces that ring Piazza Navona, has been sold to Brazil for its embassy. The park of the Villa Abamelek cannot be visited because it is part of the Russian Embassy. An American-built hotel and apartment buildings are going up on Monte Mario, a long, green hill that encloses the city to the northwest. Other new buildings are springing up along the ancient . Aroian and Aurelian ways. ’ of the city’s best museums has moved out of the historic old center of Rome into a modern building in a remote section built by Mussolini and is viewed as a desecration on the face of Rome. On top of all this, three developments in recent months brought an outpouring of indignation and protest from the Italian press. Plan Religions Institute First was the news that a modern religious institute was being built on Caelian Hill, almost within the shadow of the Colosseum and other ancient monuments. Then came word that another Doria-Pamphili palace, this one-an the Janiculum Hill, was about to be sold to Belgium. And finally a real estate firm advertised the Pali Palaee, against which the famed Trevi Fountain is built, was up for sale as an embassy, hotel or other commercial building. Under a new regulatory plan for the city of Rome—which is aimed at preserving the city’s historic treasures—the palace and its 400 acres of ground were destined to be acquired by the authorities for use as a public park. But both the national and city government say they can’t afford to buy the palace. Shaeffer, R-Shelbyville. They pointed out that if Welsh had called a special election to fill the vacancy caused by the death last December of Sen. Richard Newhouse, R-Morris-town, the impasse now existing in the Senate would have been avoided. The death left the Senate with 25 Republicans—not enough to pass any legislation—and 24 Democrats. Waltz claimed that failure to fill the vacancy was a violation of the governor's constitutional duties. Passage of such a resolution would require 67 votes in the House —and there are only 56 Republican representatives, so it did not seem likely the resolution — even if introduced —would have much of a life. Partisan Speeches Made Both the House and the Senate devoted most of their Monday session to recriminations. Sen. Roy Conrad. R-Monticello, majority caucus chairman, criticized Welsh for vetoing the reapportionment bill passed by the regular session.

Democratic minority leader Sen. Marshall Kizer, D-Plymouth, accused the GOP of pulling a sneaky trick in getting the bill through. Sen. John Ruckelshaus, R-Indi-anapolis, accused Welsh of “giving the green light to organized crime”' with his veto of a special prosecutors bill, and Bulen made similar comments in the House. Kirk defended Welsh, saying the governor didn’t have the opportunity to reply on the floor to the charge. Rep. Herbert Kohler, R-Greens-burg, urged an end to “this leadership rivalry” and accused the news media of "adding to the confusion.” But bipartisan voices were raised for an end to the bickering, including a poem quoted by Bontrager which ended: “many a kink would be loosed out of life's tangled thread, if half we say in a single day were forever left unsaid.” A bright note came later from one legislative leader who said a per diem bill to pay the expenses of the lawmakers for the special session would not be introduced until near its end. “We do not want to add an incentive to a long session,” he explained. The special session could run until April 20.
