But free world shipping to Cuba already has been cut to almost nothing, partly through continued U. S diplomatic ■tfrgings. Last August 64 non-Coinmunist vessels’ called at Cuban ports. Last month, according to the U.S. maritime administration, this number was down to 13. Most of these ships were on charter to the Soviet bloc. The new order bars these 13 vessels — and any others which now go to Cuba — from loading U. S. foreign aid surplus food, military aid or General Services Administration cargoes in U.
