Canada Lashes Back At United States
OTTAWA (UPl)—Another serious split in the Western alliance over nuclear weapons policy today carried Prime Minister John Diefenbaker to the brink of a general election which could topple his Conservative government. Diefenbaker, his nuclear policy challenged by the U.S. State Department, lashed back at the United States Thursday in an effort to stem a surging revolt by Canada's three opposition parties. The central figure in a stormy debate at the House of Commons, Diefenbaker charged that the U.S. State Department was guilty of "unwarranted interference” in Canadian affairs in its recent criticism of Diefenbaker’s defence policy. The prime minister and other

political leaders here were angered by a State Department statement which attacked Diefenbaker’s refusal to permit U.S. nuclear warheads on Canadian rockets and planes. Despite the general uproar touched off here by the U.S. criticism, the three-party opposition still stressed the necessity of maintaining close and friendly relations with Washington. However, the opposition was not so sure about close and friendly relations with Diefenbaker who ignored the other parties demands for a full explanation of government defense policy. B. Pearson, Nobel prizewinning leader of the Liberal party, said the U.S. statement was “unwarranted," but added that Diefenbaker’s government had provoked the interference by “procrastination" in its decision on whether to sign a bilateral nuclear agreement with the United States. Pearson’s view was supported by Social Credit leader Robert N. Thompson and new Democrat leader T.C. Douglas. Douglas, whose party is opposed to nuclear weapons for Canada’s NATO and North American Air Defense (NORAD) forces, called for an election to settle the crisis. The election could be forced on Diefenbaker by a Liberal-spon-sored motion of “no confidence” in his minority government. However, the first opportunity for such a motion to be raised in the House of Commons would be on Monday when the government is scheduled to put forward a bill which permits open debate on any subject. Three Steel Firms Report Earnings Drop By GEORGE C. HARLAN United Press International NEW YORK (UPD—Three of the nation's four biggest steel companies were on record today with the lowest earnings in years for 1962, when President Kennedy forced the industry to withdraw a price increase. Bethlehem Steel Corp., the second largest, disclosed Thursday that 1962 earnings were at a 15vear low, and fourth-ranked Jones & Laughlin reported them at a four-year low. Earlier this week, U.S. Steel, the No. 1 producer, said its net earnings last year were the lowest in a decade. Republic Steel, the third biggest, has not yet reported. Must major producers raised steel prices $6 a ton last April, but pressure from the Kennedy administration led them to rescind the boost within a few days. I.S. Steel instituted the short - lived price increase after a one-year wage agreement had been reached between the major producers and the U.S. steelworkers. Bethlehem reported its earnings last year were $88,677,761 or SI.BO a share, compared with $122,357,028 or $2.54 a share in 1961. The 1962 sales were $2,071 billion against $2,034 billion the previous year. Fourth quarter earnings were 26 cents a share, or 1 cent lower than those for the third quarter. Increased costs of production were believed responsible for the slump in earnings. J&L reported 1962 profits of $25.2 million or $3.02 cents a share as against corresponding figures for the previous year of $32.1 million or $3.90. As in the case of U.S. Steel and Bethlehem, sales rose. The 1962 sales totaled $791 million, an increase of $54 million over the 1961 figure of $737 million. Bethlehem directors voted to continue a quarterly dividend of 37% cents a share, to be paid March 1 to stockholders of record Feb. 11. The dividend was slashed from 60 cents at the directors’ last meeting. Earnings of Bethlehem fell far short of covering total dividend payments’ jh”i9627 wfiieli amowited to $2.17% a share. J&L directors declared a quarterly dividend of 62% cents a share on common stock, payable March 8 to stockholders of record Feb. 11.

Road-Icing Snow In Most Os Stale By United Press International Hoosiers tore a page from the 1963 calendar today, consigning to history the coldest January since 1940. Before the wintry month bowed out at midnight, however, it spawned a new blanket of roadicing snow that increased depths on the ground all around the state ranging from 2 inches at Evansville to 16 at South Bend. February arrived on a cheery note, at least as far as temperatures are concerned. The mercury dropped no lower than 10 above zero during the night and was scheduled to hit the 20s and 30s today, drop no lower than the 20s tonight, and rise to the 30s and 40s Saturday. Forecasters cautiously avoided saying flatly whether the sun will shine Saturday or Groundhog Day, but the predictions indicated it won’t and that the Hoosier woodchucks will see no shadows. This woulc indicate winter is on the wane. , Occasional rain or drizzle probably changing to snow was forecast for the north, and occasional light ram or light snow was forecast for the remainder of the state for Saturday. It will be colder with some snow likely Sunday. The Thursday night snow iced most main roads except in the extreme southern portion of the state. Secondary roads were mostly slick and hazardous. The new snow was generally estimated at a three-inch depth. Light snow and freezing drizzle were scheduled for today and tonight as well as Saturday. The five-day outlook was for near normal temperatures through next Wednesday and one-fourth inch of precipitation or less. High temperatures Thursday ranged from 14 at South Bend to 25 at Evansville. Rusk Calls On DeGaulle For Europe Unify WASHINGTON (UPD — Secretary of State Dean Rusk called on Europe and French President Charles de Gaulle today to get on with the “great tasks confronting the West.” He said these include building a multilateral nuclear force and economic unity. The secretary said these Western tasks are based on the “harsh realities” of the threat from the Soviet Union. He made the statement at a news conference at which he also: —Said President Kennedy is ordering preparations for a resumption of underground nuclear testing in Nevada following the breakup of test ban talks with Russia. —Sought to smooth over ruffled relations with Canada, brought on by a firm State Department statement Thursday urging Canada to go through with nuclear armament of Bomarc missiles it has already received from the United States. —Said the continued presence of some 17,000 Soviet troops in Cuba is of "great concern to us.” But he said he does not believe there has been a continued Soviet military buildup there as charged by Sen. Kenneth B. Keating, R-N.Y., and others. Rusk made what he called an "informal statement” on European unity and the crisis brought on by De Gaulle’s vto of Britain’s membership in the European Common Market. He said members of the Atlantic alliance are now in a period “in which governments will be reassessing the situation to how to get on with the great tasks confronting the West.” While not belittling the problems raised by De Gaulle’s stand against military and economic unification, the secretary said "I do not think that on underlying
