British Journalist Given Prison Term LONDON (UPI) — Lord Chief Justice Parker today sentenced British journalist Desmond Clough to six months in prison for contempt because he refused to identify the source of a news story involving Soviet espionage. Justice Parker ruled that if the 34-year-old defense correspondent for the Daily Sketch changed his mind within 10 days and names the source to a special tribunal investigating spying in the Admiralty the sentence will be suspended.
Clough was convicted of contempt Thursday at a four hour hearing before Britain’s high court. The case is setting new precedents in the centuries-old history of British jurisprudence. Clough can appeal to the House i of Lords, which is the highest* court of appeals in Britain. The contempt charge stemmed from Clough’s refusal to tell the special tribunal the identity of the government source who told him that information supplied by Soviet spy William John Vassall enabled Russian trawlers to turn up at NATO naval maneuvers. Vassall, a former Admiralty employe, is serving an 18-year prison sentence. Clough told Parker Thursday that to name his source would be a breach of trust and a betrayal of his profession. “The freedom of the press would be completely undermined,” he said. “I would be breaking a firm trust and I and ail journalists feel passionately on this issue of the freedom of the press.” Lord Parker said he had sympathy for Clough, one of a group of journalists who have appeared before the special tribunal. “In the whole history of this court this has never arisen before—seeking to compel someone in your position to reveal their sources of information,” he told the newsman. But Lord Parker ruled that Clough either would have to give the name of his informant or be held in contempt. __ ___ __ The chief justice said the man’s •name was relevant to the spy .tribunal’s work and further that "the press had no special right to immunity against disclosing •sources. . ... . Fund-Raising Tough Under Tax Measure WASHINGTON (UPI) —Churches, colleges, hospitals and charitable agencies will find it harder to raise money if President Kennedy’s new tax proposals are enacted by Congress. That view was expressed today by leaders in the field of private philanthropy. They said public support of re 7 ligious, educational and charitable enterprises is bound to be affected adversely by the new rules on itemized income tax deductions proposed by the Presidet. Under present law, a taxpayer who itemizes his deductions may deduct every dollar he contributes to such causes (up to 30 per cent of his income). The new rules proposed by Kennedy would put a 5 per cent “floor” on deductions. It would work like this: If a person had an income of SIO,OOO, and itemized deductions of $2,000, he would have to subtract 5 per cent of the SIO,OOO, or SSOO, from his total deductions before claiming them on his tax. The question troubling private philanthropic agencies is whether middle-income taxpayers would become less generous in their contributions. And the best guess of fund-raising authorities is that many of them would be disposed to give less than they have in the past.
