KENNEDY (Continued from Page One) 65 per cent. The top rate, as at present, would apply to income in excess of 8200,000 a year (8400,000 for married couples filing jointly). At the other end of the scale he proposed a new 14 per cent bracket. It would apply to the first 81,000 of taxable income for single per-
Ik ”■ W/ J| K | Mr. and Mrs. Kenneth Litmer — Photo by Cole Miss Linda Aeschliman became the bride of Kenneth Litmer December 29 at 6:30 p. m. in the St. Mary’s Catholic church. The Rt. Rev. Simeon M. Schmitt performed the double-ring ceremony. Parents of the pride are Mr. and Mrs. Robert J. Aeschliman, of 828 Mercer Avenue, and Mr. and Mrs. Clarence Litmer of Fort Recovery, 0., are the parents of the groom. The bride chose a simple white jersey sheath dress complemented by a white satin hat highlighted with white feathers and veil. She carried a bouquet of green carnations, centered with a white carnation. Mrs. James McDonald, in a green wool costume, was the bride’s only attendant. She wore a black veiled hat and corsage of white carnations. James McDonald served as witness. The bride was graduated from Decatur high school, and the groom is a graduate of Geneva high school. »
sons and the first $2,000 for married couples. Although Kennedy’s tax package contained many revenueboosting provisions, officials said Treasury calculations indicated that it would give some tax _xfc lief to everyone except for a “handful” of individuals who operate almost entirely in oil and real estate. They would pay more,’’ Other major polnrs: Individual Withholding —To reflect lower tax rates that would apply to 1963 income, withholding rate would be cut almost 14 per cent, effective July 1. Since Congress is not likely to complete action on any tax legislation before late summer, the Treasury anticipates it will have to refund unusually large amounts when taxpayers compute their final 1963 tax bill. Tax rates would be lower still on 1964 income and again on 1965 income. Corporations —They now pay 30 per cent in taxes on the first $25,000 in earnings. This would drop to 22 percent on 1963 in come. Earnings above $25,000 now are taxed at 52 per cent. This would be cut to 47 per cent over a twoyear period, starting next Jan. 1. Kennedy said the biggest percentage cut would go to the 450,000 corporations which earn $25,000 or less rather than to the 135,000 larger corporations. “Tougher Tax Treatment — Changes in tax rules would sharply boost taxes of the oil and gas industry, raise taxes on income individuals receive from stock dividends and curtail tax benefits enjoyed by corporation executives who have options to buy stock in their firms. Thus, the impact of Kennedy’s tax program would vary widely among individual taxpayers. For most individuals this rule-of-thumb would apply. If you

have been taking the standard deduction (10 per cent of your income but not more than $1,000), your tax bill would be cut by a bigger percentage than if you have teen itemizing your deducttons. —— .. —i-. The Treasury cited the case of married couples with two children and income of $7,500 from wages. Those couples taking the standi ard deduction now pay $877 a year in federal taxes. They would pay $663 under Kenedy’s plan—a savings of $214 or 20.6 per cent. If the same couole had been taking itemized deductions of sl,500, their tax bill under present law would be only $720. It would be cut to $596 under Kennedy’s plan, a savings- of $124, or 17.2 per cent. Persons Over 65 — They now <et a double exemption—sl,2oo instead of S6OO. They also can claim a special retirement income credit. Under Kennedy’s plan they would lose both these advantages. Instead, each person 65 or older would be permitted to deduct S3OO from whatever taxes he may owe. Result: No one over 65 with earnings of $2,900 or less ($5,800 in the case of married couples) would pay any taxes. This would cost the Treasury s32o' million in annual revenue. Athletes, Etc. — Persons whose incomes fluctuate sharply from year to year would be permitted to average their incomes with a resultant overall saving of S3O million. Child Care — A. widowed’ mother or father now gets a special S6OO tax exemption to help offset cost of child care. This would be raised to S9OO if there are two children and to SI,OOO for three children or more. Child care allowances would not be liberalized for families with two employable parents. But the income limit at which the existing allowance is curtailed for such couples would
be raised to $7,000 from the present $4,500. Capital Gains —Profits from sale of securities or other properties held for six months now are taxed at a special low rate that ranges from 10 to 25 per cent, depending on the individual's tax bracket. The new range would be 4.2 to 19.5 per cent. However, only assets held for at least one year would qualify for lower-than-ordinary tax rates. Kennedy said this would confine benefits to investors rather than short-term (Speculators.
