the Caribbean and on U.S. policy in the same area. Arevalo has been described as a rather fuzzy minded leftist with his own brand of “spiritual socialism,” and he was president of Guatemala from the end of 1944 through 1950. He was, in fact, the man who
first opened the door to communism in Guatemala, a trend which reached its peak under his successor, Jacabo Arbenz Guzman. Under Arbenz, Guatemala became the Cuba of its day, and, with the help of Poland, became the most heavily armed of all the Central American states. Arevalo again is becoming prominent on the Guatemalan political scene, even though at present in absentia. In Exile in Mexico Arevalo has been living in exile in Mexico for the last several years, but hopes to return soon to campaign in the presidential elections scheduled for the end of this year. Arevalo now says he would like to cooperate with the United States in a “more enlightened” Alliance for Progress. But the Guatemalan army, well recalling Arevalo’s previous administration, has said repeatedly that he will not be allowed to campaign. That brings us to the present, and the reason for fears that another Latin American military revolt may be in the making. Presiden Ydigoras, whose term expires in March, 1964, has survived assassination attempts and small scale revolts before. The most recent one was an air force revolt in late November. It was put down within hours but would have succeeded had not the army decided to remain loyal. Arevalo’s re-entry on the political scene could decide the army to move in before the legal expiration of Ydigoras’ six-year term. A Good President Adding impetus to such a move

would be Guatemala’s limping economy and resentment of the wealthier classes and the extreme right against reforms instituted by Ydigoras who has tried to be a good president for Guatemala despite some fairly wide personal gyrations. Also complicating the picture is the fact that no less than 25 candidates have announced their intention of seeking the presidency. Almost to a man, they oppose Arevalo but the confusion of numbers could work to Arevalo's advantage. The outspoken Ydigoras has quarreled with Mexico over fishing rights, with Britain over British Honduras and has demanded that the U.S. show “more guts” against Communist Cuba. But he also has set up schools, distributed publicly owned land and set up social and health services commanding U.S. respect. Slight Decline In Foundry Operation Gray and ductile iron foundry operations in the United States and Canada during December, 1962, declined slightly from a year ago, primarily because of two long holiday periods, it was reported today by the Gray Iron Founders’ Society, national association of gray and ductile iron foundries, of which Decatur Casting Co. is a member. Operating rate for the month was 66 per cent of ideal capacity (most normal, efficient operating rate as calculated by each foundry) compared with 72 per cent a year ago. It was only the third month of the year that reporting foundries were below the 70 per cent of ideal capacity level. Most of the 176 foundries participating in the GIFS monthly survey predicted an increase in operating rate for January, according to Donald H. Workman, executive vice president of the Cleveland headquartered association. Total December shipments by reporting foundries of miscellan-eous-type castings were 79,618 net tons, including 77,356 gray, 820 high alloy, and 1,411 ductile iron castings. Highest operating levels in the country were reported in lowaNebraska at 83 per cent of ideal capacity, upper New York State at 80 per cent, Wisconsin and Canada, each 79 per cent, and eastern New York and Pennsylvania, 78 per cent. Former Gary Mayor To Begin Senfence SOUTH BEND, Ind. (UPl)—Former Gary Mayor George Chacharis, ex-“kingmaker” in Lake County politics, surrendered for the start of a three-year federal prison term for income tax evasion today after breakfasting with a member of the Democratic national committee. Chacharis showed up at a U.S. marshal’s office here an hour earlier than the scheduled hour, in order to avoid newsmen and photographers. Before he reported to the marshal, Chacharis had his last meal outside prison confinement at a South Bend restaurant with Alex Campbell, Democratic national committeeman from Indiana. Campbell, of Fort Wayne, was an attorney for Chacharis in his federal court trial. Marshal Casmir Pajakowski assigned Chacharis to a car for a 160-mile trip over snow-covered roads to the U.S. penitentiary at Milan, Mich., near Ann Arbor. The Greek-born Chacharis, 54, who said he “tried to be a good mayor,” was sentenced Friday in Hammond by Federal Judge Rob>ert A. Grant, who called him a “despicable person’’ and castigated him for “violating the public trust.” Chacharis had reigned supreme in the county’s Democratic politics until dethroned last February by the scandals which rocked the Steel City, and resulted in tax charges against 12 county political leaders. Chacharis unexpectedly pleaded guilty during his trial last month to charges of failing to pay income taxes on $226,000 worth of kickbacks he admitted receiving from contractors as a city official. The same day he resigned his office as mayor, and was succeeded by John Visclosky. In addition to the three-year term, Chacharis was fined SIO,OOO by Grant, who called him “a hypocrite and a disgrace” to his office. “A more despicable person does not exist than a person who breaches the oath of office and violates a public trust,” Grant told Chacharis as he handed down sentence.

Senator Kizer Gains Stature ♦ As Nominee By EUGENE J. CADOU United Press International INDIANAPOLIS (UPI) — State Sen. Marshall F. Kizer, Plymouth, is gaining stature as a possible Indiana Democratic gubernatorial nominee in 1964. Kizer’s caliber is being tested day by day in the tough proving ground of the Senate in which he is the Democratic floor leader. His first important floor battle was staged last Friday when he crossed swords with State Sen. D. Russell Bontrager, Elkhart, president pro tern, on the reapportionment issue. Bontrager is rated as one of the most articulate speakers in legislative history. Nevertheless, reporters covering the Senate said they believed this first encounter was a draw, which is indeed a moral victory for the lesser experienced Kizer. Geography Is Right If Sen. Vance Hartke is renominated, as is expected, in 1964, Kizer would be right for governor geographically, their respective home towns being in Southern and Northern Indiana. Even if Governor Welsh should be nominated for senator, geography still would be favorable, since Welsh hails from Vincennes, which is South like Hartke’s Evansville. Kizer served as Marshall County Democratic chairman from 1946 until 1952, and since that time has been 3rd District party chairman. He was permanent chairman of the 1982 Democratic state convention which nominated Sen. Birch E. Bayh, Jr. In 1958, Hartke defeated Kizer for the senatorial bid. He was the unsuccessful nominee for Congress in 1944. He and Albert De Luse, Indianapolis, then 11th District chairmen, were co-managers for President Kennedy’s Indiana campaign. Kizer also has served as Marshall County attorney and prosecutor. Others Considered Former State Appellate Judge John R. Ax, Linton, is the only announced Democratic aspirant for governor to date, although he first considered the office of lieutenant governor. Another possibility is Clinton Green, the governor’s administrative assistant and executive secretary of the Indiana Port Commission. Alex Campbell, Fort Wayne, Democratic national committeeman, is about to confess defeat in his attempt to persuade Dr. Herman B Wells, former Indiana University president, to run for governor. Wells is quite happy with his post as head of the I. U. Foundation. A remote possibility is former State Auditor Albert Steinwedel, Seymour, who was downed by Welsh for the gubernatorial title in 1960. 20 Years Ago J I Today I Jan. 23, 1943 — The annual report of the Adams county clerk shows 285 marriage licenses were issued during 1942 and 33 divorce cases were tiled.
