" WASHINGTON <UPI> — President Kennedy’s record new military budget will boost production of conventional weapons and planes but cut manpower and reduce funds for new ships construction. Continued expansion of the Minuteman and' Polaris missile forces is provided in the defense blueprint for the year starting next July 1. Kennedy will Send it to Congress at noon Thursday. It was learned today that the budget calls for appropriation of $52,181,000,000 for the armed forces. That is a hike of $2,328,000,000 over the sums Congress appropriated for the current year. Defense Secretary Robert S. McNamara spelled out his appropriation needs in a letter to Budget Bureau Director Kermit Gordon. The letter, which has not been made public, was dated Jan. 4. Though huge sums continue to be needed for the big defense expansion Kennedy started in early 1961, it has been decided to reduce slightly the number of men in uniform—one of the major cost items in the budget. And any large-scale attack on the problem of obsolescence appears to have been deferred —the Navy will ask for S6OO million less than last year for shipbuilding. The Army, however, will heavily expand its program for stocking up on modern conventional weapons. It is asking close to S7OO million more than last year for guns, tanks, missiles and small planes. The Air Force, while asking somewhat less for missiles because much of its expensive development work is done, is going in for a big increase for transport and fighter aircraft. McNamara told Gordon that military mappower will drop from 2,703,344 on June 30, 1963, to on June 30, 1964. The Army and Air Force are big losers, the Navy a gainer. These are the manpower changes: Army, down from 980,000 to 975,000; Navy, up from 664,413 to 670.000; Marines, unchanged at 190,000; Air Force, down from 868,931 to 860,000,
White Sox And Baltimore In Player Trade CHICAGO (UPD — The Chicago White Sox lost two front-line players in Luis Aparicio and Al Smith but general manager Ed Short believes the four Baltimore Oriole players he got in exchange might have solved three big problems. The Sox obtained relief pitcher Hoyt Wilhelm, shortstop Ron Hansen, rookie third baseman Pete Ward and outfielder Dave Nicholson in the switch. “We added power, because we got three guys who can hit the ball out of the park,” Short said. “We beefed up the bullpen, and we think we might have come up with the third baseman we needed.” Short believed the deal might have partially cured the club’s need for a power hitter for the No. 4 spot in the batting order. “It could make it .possible for us to get more power in the whole lineup,’’ he said. “So we wouldn’t have to be so strong in the No. 4 spot. We could have diversified power.” Both Players Unhappy The Sox lost two “unhappy” players, particularly Aparicio. The league base-stealing champion for eight seasons said he hoped he would be traded and was perturbed about a salary slash. Aparicio sent a sarcastic “thanks” to Short and manager Al Lopez when he learned of the deal. Chicago traded position for position since Hansen, who hit .255 with 22 homers as a rookie in 1960, is a shortstop and Ward, who batted .328 with 22 home runs at Rochester last year, is a third baseman. Aparicio, whose lifetime major league average is .266, slipped to .241 last season and Smith, playing third base, hit .292 with—lOhomerunsWilhelm A Bonus The deal thus gave the Sox a “bonus” in Wilhelm, 39, who had an earned run average of .194 last year and who has a lifetune e.r.a. t>f 2.74, and ih Nicholson, a SIOO,OOO bonus baby who never has come up to expectations in the major leagues. However, Nicholson hits a long ball and could add bench strength to the club. He also is rated a good defensive outfielder.,* General Manager Lee MacPhail of the Orioles said his club “could not pass up” the opportunity to get “the best shortstop in the league and one of its best hitters. We hated to give up Ward.” Manager Billy Hitchcock said
