April 15 Deadline For Tax Returns

Editors Note* It’s tax time again. You have until midnight April 15 to get your federal income tax return in the mail. But there’s no point in waiting until the last minute, especially if you’re due for a refund. You can save money and avoid trouble by knowing the basic income tax rules and the legal loopholes which you’re entitled to use. The Internal Revenue Service doesn’t want you to pay any more than you really owe—or any less, either. Below is the first of five dispatches on how to pay—and not overpay—your taxes. (These dispatches were written for the average, non-expert taxpayer. Technical details were checked for accuracy by the Internal Revenue Service.) WASHINGTON (UPI) — The tax cut which Congress is discussing will not affect your 1962 return, which must be filed by midnight April 15. Neither do the much - discussed new regulations on expense ac-1 count deductions apply to 1962 re- j turns. Both the tax cut —if Congress enacts it—and the expense account regulations will be applicable to the return which you’ll file next year on this year's income. rules during the past year is the requirement that every return carry the taxpayer’s "identification j number.” The Internal Revenue 1 Service is switching to automatic j data processing equipthent (so- ] called “electronic, brains”) to j check tax returns, and it is in- , dispensable under this system for every taxpayer to have his own . personal, permanent identification -j number. If you already have a Social j Security number —as most Ameri- j cans do—that automatically becomes your taxpayer identification , ntimber. Be very sure, however, that you fill in that number correctly in the appropriate box on your tax return. That box has ' been there for years, and you pre- , sumably have been filling it in all j along. But if you’ve skipped it in the past, don’t do so this year, or you’ll be liable to a $5 penalty. ] Easy To Obtain If you don’t have a Social Security number, you can obtain , one for taxpayer identification pur- 1 poses by going to your local post . office. Social Security office or In- : | ternal Revenue Sendee office, and , ! filling out an application form ■ (The form is designated SS-5). If , you once had a Social Security , number but have lost or forgotten it, you should not apply for a new number. Just write to the nearest Social Security office and ’ ask them to trace your number and send you a new wallet card. Should you find it impossible to obtain your identification number before the April 15 deadline, ' however, by all means go ahead and send in your return without it. Omitting the identification number is a minor peccadillo compared with failing to file a federal income tax return when you are supposed to. A federal income tax return must be filed by everyone who was a citizen or resident of the United States during 1962 and who had a certain amount of income. Those who were less than 65 years of pge or reached their i 65th birthdays on or before Jan. 1, 1963, must file returns if their incomes- were S6OO or more. Those who were over 65, or reached their , 65th birthdays during the year, must file returns if their incomes were $1,200 or more. Please note: Children and youths under 21 must file returns just ■ like adults, if they had incomes of I S6OO or more. | Those who have refunds coming ■ to them also must file returns in 1 order to get the refunds. This

—3 would apply, for example, to a student-who earned less than S6OO on a summer job. By filing a return, he can get a refund for the tax deductions taken out of his paychecks. An adult taxpayer may be due a refund because he had a lot of deductible expenses—such as big medical bills—during the year. Choice Os For aas If you’ve decided from the above I information that you do not have to file a return, you can quit reading right here. Everybody else, hang on for the next turn, which is deciding which form to use in making out your return. There are two possibilities—the short form, 1040A, and the long ■form, plain 1040. You can use 1040A, which is a punch card about the size of a bank check, if your income in 1962 met both of the following conditions. 1. It totaled less than SIO,OOO. 2. It included no more than S2OO in dividends, interest or ether nonwage forms of fcwre on which tax was not automatically withheld by an emnloyer. There’s an additional little gimmick here that will be useful to many taxpayers who are eligible to use the short form: If your total income was less than $5,000, you can let the Internal Revenue Service compute your tax, and bill you for it. Even if your own calculations indicate you owe Uncle Sam money, you need not send a check until IRS sends you a bill—which gives you several weeks of grace. , Figure Out Own Everyone whose income was over ss,oGo—whether using the short form 1040A or the long form 1040 must figure out his own tax, and if he owes more than he’s already paid in through payroll deductions or otherwise, he must send a check with his return. Make the check payable to “Internal Revenue Service” and send it with your return to your district director of internal revenue. You will find his address on Page Two of the instruction booklet that comes with form 1040, or you can find out from your employer, the post office, or your local internal revenue office. If you file the short form, 1040A, you must take the standard deduction of 10 per cent of your income. We’ll have more to say in a subsequent dispatch about deductions. Right now, we’ll just note that some people who are eligible to use the short form would be smart to use the long form anyway, because on the long form you can itemize your deduc-1 tions, which may add up to more, than 10 per cent of your income. > Accidents Reported In City Saturday Two cars recevied an estimated total damage of $350 in an accident at the intersection of Jackson I and Fourth streets at 1:50; p.m. Saturday. Gladys Reynolds, 51. 309 N. Tenth St., was traveling east on Jackson street when a car operated by Charles DeWayne McDonald, 34, Wilshire, 0., pulled off Front street and onto Jackson. The Reynolds auto struck the McDonald vehicle on the left side, with S2OO damage estimated to the Reynold’s car and $l5O to the McDonald auto. TTie streets were very icy at the time. A city lamp post was estimated at receiving $125 damage when struck by a car operated by John Patrick Custer, 17, 358 Winchester St., at 3:30 p.m. Sunday. Custer was pulling out of an alley when he struck the light post on the west side at 216 S. Fourth St. Custer lost control of his auto on the icy street. The car suffered an estimated SSO damage. A parking meter was broken off when struck by a car driven by Tillman Kirchoffer, 57, Berne, Saturday evening at 7:15 o’clock. Kirchhofer was backing into a parking space in the 100 block of N. Second street when he struck the meter on the west side. The car , was not damaged. Cars operated by John Julian 1 Miller, 73, Fort Wayne, and Helen ; Cummings, 615 W. Madison St., • were damaged in a 3:20 p.m. Satl urday mishap. Miller was westbound on Madii son street and his auto slid into the i left front of the Cummings car which was parked at 615 W. There are a few other mihdr changes on Page 2. For example, there’s a new box for entering the name and address you used on last year’s return, if it differs from this year’s. Basically, however, it’s the same old form 1040. r (Next—Husband-wife returns.) The Ice-Cube Tray When returning the ice-cube trgy to the refrigerator after removing' ■ the cubes, refill it with hot water. This will help keep the defrosting to a minimum.

Stay home and eat a Cold Sandwich and watch a 1912 movie on TV while the kids are crying and the wife is complaining she never gets to go anyplace. Two Are Fined On Traffic Charges Larry Springer of near Poe paid a fine of $1 and costs, a total of $19.75, in city court this morning for permitting an unlicensed driver to operate his auto. Springer was arrested last week and paid a fine previously in the Adams circuit court for contributing to the delinquency of a minor. Jim Burgin, a Decatur resident, paid a total fine of $23.75, $lO and costs, in court today on a charge of an improper right turn. Burgin was arrested following an accident last week at the intersection of U.S. 224 and the Piqua Road. Escapes Injuiy In One-Car Accident James W. Combs, Bloomington resident, escaped injury in a onecar accident Saturday night at 9:25 o’clock on U. S. 27, one-quar-ter of a mile south of Coppess Corners. Combs was southbound when his auto went out of control on the icy pavement and left the right side of the road. The vehicle then crossed back over the highway, left the east side, and went into a field, coming to rest 500 feet from the highway. Combs was taken to the Adams county hospital by the ambulance on duty at the county tourney session, but was dismissed with no injuries. His car suffered an estimated $250 damage. Traffic Violations Charged To Drivers Two Decatur drivers were arrested over the past weekend by the city police, cr.e for speeding and the other for disregarding a stop sign. Wendell James seer, 27, 1022 S. 13th St., was charged with failing to stop for the stop sign at the . intersection of Jefferson and Third streets at 2:30 a.m. Sunday. He was cited into city court at 9 a.m. Feb. 4. David Lee Kable, 22, 810 N. Third St., was arrested for traveling 40 miles an hour in a 30 mile ’ an hour zone at 12=35 a.m. Sunday in the 600 block of N. Fifth St. He is slated to appear in justice of the peace court at 7 p.m. today. Jammed Zipper When a zipper jams, you’ll probably find that paper or thread particles are interfering with its free play. These must be removed patiently. Wherever an end of thread or fabric protrudes, pull it out gently. If the slider still ' jams, move it back and fourth until you loosen the impediment. Always hold the slider by the tab. The group, which included 65 Cuban-Americans, 23 Cuban refugees and one Mexican, was brought to Miami aboard the same Pan American Airways plane that flew more than 15,000 pounds of ransom supplies to Cuba early Sunday. Many of the group, among whom were 31 children and 28 ' women, frankly admitted they were once admirers of Fidel Castro and had gone back to Cuba to support his regime. , Sunday night, however, expressions of joy and happiness at being back in the U.S. were tempered by repentance and regret at having ever returned to Cuba. One repatriate, Adalina Sanchez, said with emotion, ‘T’m a US. citizen, but I can tell you I’m going to be a better one now. I’m so glad to be out of Cuba.” Giraldo Fernandez, 52, said “Things are really very hard for the people inCuba nowadays." Fernandez, a naturalized U.S. citizen since 1946, spent the past two and one-half years in Cuba.
