Prospects In Paper Strike Appear Bleak NEW YORK (UPD—Prospects for accord in the 27-day-old newspaper blackout looked bleak today in the light of a publishers’ warning, that “impossible proposals” of striking printers threatened a breakdown of collective bargaining. A statement issued late Wednesday by the Publishers Association of New York scored “economically prohibitive” demands made by the printers and said, “the (International) typographical Union appears determined to make this strike a test of strength between itself and the newspapers of this city.” The publishers made it clear they would not capitulate. They aired their “unanimous. . .determination to resist" conditions which would be “beyond the earning capacity of the newspapers to sustain, and could bankrupt one or more of the city’s newspapers as well as touch off a nationwide wave of increased costs in the newspaper business.” At this time, the publishers said, they could not “see any promise of success in continuation of the normal processes of conciliation, mediation and collective bargaining unless there is a .quick change in the position of the typographical union.” Joint meetings Wednesday brought “no real or tangible progress,” according to William E. Simkin, director of the federal Mediation and Conciliation Service. He scheduled further parleys for today. “There has been no substantial change in the position of the parties since the strike began,” Simkin said. The last reported offer made to the printers was for a s package settlement of $9.20 per man a week, spread over a two-year pact. The printers have demanded S3B per week package for the same period. Foreign Dignitaries Tax JFK Schedule . WASHINGTON (UPD — .So many foreign dignitaries are visiting Washington that President Kennedy has limited them to two days in the capital during 1963. The State Department said Wednesday the two-day limit on the Washington portion of foreign statesmen’s official visits was set to make sure Kennedy would be able to work them into his schedule. Earl Clement Attlee 80 Years Old Today LONDON (UPD — Former Prime Minister Earl Clement Attlee’, architect of Britian’s “cradle — to-the grave” wefare state, celebrated his 80th birthday today. Atlee, who led this nation from 1945 to 1951, was to mark the day by dining with his wife at a party in the House of Lords, his political home for the last eight years, with friends from all parties.
