France Will Push Own Nuclear Force PARIS (UPI) — France disclosed today that it is determined to push ahead with development of its own independent nuclear force despite President Kennedy’s offer of Aipericanmade Polaris -missiles.v / President Charles def* Gaulle made this clear to President Kennedy in a message sent lo Washington Wednesday, although Information Minister Alain Peyrefitte said there is no question of rejecting the Polaris offer. Asked whether the reply rejected the offer of Polaris missiles, Peyrefitte said, “There is no question of closing the door to anything.” But, he added, “France is engaged on her own nuclear effort and she is not prepared to abandon it. ” Peyrefitte made the announcement after a three-hour cabinet meeting presided over by De Gaulle. Peyrefitte said Defense Minister Pierre Messmer told the cabinet that 10 days ago French technicians carried.-out a "completely successful” test at Colomb Bechar in the Sahara Desert of a propulsion and guidance system for a nuclear missile. France currently is working on a Polaris-type missile of its own as part of an independent nuclear striking force program. De Gaulle's decision was consistent with his position of wanting France to become a nuclear power on its own. But it also did not appear to rule out completely some participation in Kennedy’s offer to have France, along with Britain, participate in a multilateral Western nuclear force based on the Polaris missile. Blasi Levels Building At Test Center GAINESVILLE, Va. (UPI) — An explosion heard 18 miles away leveled a concrete and steel building at a top-secret rocket fuel test center here Wednesday night, Shattering windows within a halfmile radius. Security guards refused to permit state police or firemen to examine the wreckage, but state police said apparently there was only one minor injury. The explosion happened shortly before midnight, EST, at the sprawling Pine Ridge test center of the Atlantic Research Corp. Col. James Chapman, spokesman for the firm, said fire in a machine mixing a solid fuel propellant apparently touched off the blast. He said the mixing operation was done by remote control. Chapman said it was the second explosion of its kind at the center. The official said he did not know how much fuel the mixer contained. He said there was no lasting fire and that it was confined to the building housing the mixer. ' . The center, located about 90 miles southwest of Washington, D.C., is reported to test solid and liquid rocket fuels for the National Aeronautics and Space Administration (NASA) and branches of the military. *• ■ r ■' Leather-Spray Treatment » The usually messy job of applying neats-foot oil or other liquid compounds to leather garments is a much cleaner task if the oil is applied with a household sprayer, perferably of the continuous-spray i type. Senate Committees Named By Ristine INDIANAPOLIS (UPI) — Lt. Gov. Richard O, Ristine today completed the assignment of the 49 members of the 1963 Indiana Senate to 28 committees scheduled to function during the biennial 61day session of the legislature opening a week from today. Ristine announced 13 committees late Wednesday, 13 more this morning and 2 previously-finance and education. Among theeommittees announced today was the Legislative Apportionment Committee Which will be headed by Senate President Pro Tern D. Russell Bontrager of Elkhart, one of the authors of the GOP policy measure to use the so-call-ed federal plan toreapportion the legislature. The Republicans hold a 25-24 edge in the Senate, one vote short of the constitutional majority needed to pass legislation but enough to give them control and the committee chairmanships. Originally, there were 26 GOP senators but Sen. Richard Newhouse, R-Mor. ristown, died after the election. The lineup two years ago was 26 Democrats and 24 Republicans. With the exception of the Affairs of Marion County Committee. Ristine said that most committees were divided on a ratio of 4-3 or 6-3, Republicans over Deocrats. That was the same ratio held by the Democrats two years ago. Ristine named Sen. C- Wendell Marin, Indianapolis, chairman of Judiciary A. Martin was the GOP floor leader in the 1961 session but did not seek the post this year because he does not support the Republican plan for legislature reapportionment. Von. A. Eichhorn, of Uniondale, joint senator from Adams Wells, i and Blackford counties, and Dean , of the state senate, was named on i two committees, the judiciary A , committee, and legislature apportionment.
