Krushchev Hurls Charge At Germany
MOSCOW (UPD—Premier Nikita Khrushchev accused West Germany today of trying to increase tensions between the United States and the Soviet Union, "endangering the lives of millions of people.’’ Khrushchev made his charge in a letter to West German Chancellor Konrad Adenauer. It was in reply to a communication of protest from Adenauer following the shooting last Aug. 17 of Peter Fechter, 18, an East German! youth who bled to death along the Berlin wall in a futile attempt to escape to the West. Adenauer had urged Khrushchev to help stop such incidents. In his reply, broadcast by Moscow radio, Khrushchev blasted Adenauer for allegedly following war policy, called again for a German peace treaty, and renewed charges that the West was guilty of espionage and subversion against East Germany. The premier’s reply accused the West Germans of stirring up trouble and said the actions of East German border guards “represent no crime.’’ Khrushchev also said officials of the German government who visited Berlin carry on "vicious and ‘dangerous provocations against the cause of peace and the security of 1 the neighboring socialist countries.” "By your policy, a policy of intensifying tensions and prodding the world to new conflicts, you are endangering. the lives of millions of people,” the letter to Adenauer said. It' added West Germany "has absolutely no rights in West Berlin.” The premier repeated a number of proposals already has made for the claimed purpose of bringing peace to the people of Berlin. ‘■‘To leave unchanged the present abnormal situation in West Berlin would be tantamount to heading deliberately towards international complications/’ he said. Khrushchev also said, as he had done previously this month in a speech to the Supreme Soviet, that troops in West Berlin should be under a United Nations flag. He said a German peace treaty should be signed which would normalize the situation in West Berlin and "liquidate the"outdated occupation regime.” Gross Income Tax forms. |re Mailed INDIANAPOLIS (UPD —The Christmas mail rush is over, out mailmen ’ began carting around another huge batch of envelopes today totaling 1,750,000 pieces. Welsh Overestimates Public School Costs INDIANAPOLIS (UPD—Governor Welsh conceded today he "may have overestimated” the total cost of public schools in the 1963-65 biennium by about SBO million. This would mean that the $228 million extra allocation in state funds which he has suggested in addition to the $472 million contained in his “balanced budget” would allow for a reduction in local property taxes around the state. A spokesman for the governor also indicated Wednesday that Welsh favors legislation which, would tie a ’ reduction in .srtlcn taxes to any increase in/state support of local schools /if anyone can figure out how/t can be done.” / / Richard Martin, thy 7 governor’s news secretary, said'- the revision of costs came several days ago at a top-level conf« - ence of slate officials who reviewed the education portion oLthe ■ 1963-65 bqaget and found that th/ S2BB million will go farther than first belfeved. The conference proddcea the new view that, instead of holding property taxes for school support would mean a cut of SBO million in such taxes. The new study showed that local school .taxes are not increasing as fast as indicated in the estimate for the budget. That estimate involved some duplication of cost figures, Martin said. Members of the Senate Finance Committee already urged that there be no increase in ’state school support unless it is tied to a reduction in local taxes. Martin said Welsh favors such a step but that „his advisers have not found any way it can be done.
