a record expaaditure far schools. Why don’t,school costs level off instead Os ’ spiraling upward? Eventually they may when school reorganization reaches maximum efficiency, some spokesmen say. But for the present, these are the factors which experts in the field see as contributing to the new high in estimated costs, which are figured by Welsh for the next biennium at $743 million from property taxes, and $472 million from state funds: —More children. The increase in pupils is figured at 126,000 to

put the IMS enrollment at 1,137,000 children. More pupils mean more teachers, and more teachers cost more money. —The suburban movement has taken families with children to areas which do not have adequate school housing, and this has necessitated a heavy building program. —Existing buildings become obsolete and must be replaced. —The teacher pay scale, based as It is on experience and training, automatically goes up through increments as teachers become more professionally qual-
