tions similar to those of Sen. Roy Conrad, Monticello Republican, in the past. A likely maverick is Sen. C. Wendell Martin, Indianapolis, 1961 GOP floor leader, who refused to run for that post again after organization chiefs put out the word he might be replaced. He might be Joined by a number of other senators who were passed over for leadership honors. The maverick would have a tougher task in the House, but there Always are a number of House rebels. A few dissenting GOP votes are expected on the party’s program to reapportion the House on a population basis and the Senate on a geographical format. Several bigcity GOP lawmakers favor the allout population formula for both

houses. There are even a few GOP rural legislators who would deny the population basis for the House. On Upping State Aid Hiking state aid for schools, which seems Inevitable because of the population explosion, may tear the GOP unanimity apart with diehard Republicans fighting against it to the bitter end. Also, the state tax rate problem will not encourage harmony. All signs point toward a tax increase because of the precarious state of the general fund balance and the demands of all types of schools from kindergartens to state universities and colleges for greater allowances in view of the school population jump.
