catur, Ind., recently participated in FALLEX, a" large-scale NATO exercise in Germany. FALsLEX is an annual exercise designed to test the over-all combat readiness and effectiveness of NATO forces in Europe. The 28-year-old soldier, a member of Company D of the Ist Battalion in Stutgart, entered the Army in October, 1953, and completed basic training at Fort Leonard Wood, Mo. Senator Hartke On Mission To Africa
CONAKRY GUINEA —(Special to the Decatur Daily Democrat)— Sen. R. Vance Hartke (D-lnd.) touched down at Conakry, the capital ,pf Guinea Wednesday, first stop on a fact finding mission to Africa. Guinea was the second African nation he has visited. Senator Hartke, traveling aboard a commercial airliner, landed at mid-morning after a 450-mile flight from Dakar, Senegal, 450 miles to the northwest. The Indiana lawmaker was scheduled to spend about 36 hours' in Guinea before returning to Senegal where he spent Monday and Tuesday. While there, he talked with government officials, local business leaders and U. S. officials assigned to Senegal. Discusses Trade While in Guinea, Senator Hartke said he plans to continue the pattern set in Senegal. He said he will meet with government and business leaders and representatives of the United States to discuss U. S.-Guinea trade potentials. He noted Guinea's economy is in the Course of rapid change and difficult 4o assess for this reason. “The country has been independent for only four years,” Hartke noted. “During this time, the Guinea government has had to create an almost entirely new civil service, still largely without experience in public administration. The pattern of Guinea's foreign trade is changing from nearly total dependence on the franc, since Guinea formerly was French Guinea.” About 3 Million Senator Hartke said Guinea’s population has never been determined exactly, because there has been no census in the relatively undeveloped country. ■'But its population,” he said, “has been estimated at about two and three-quarter million persons, or slightly more than half that of Indiana. About nine out of ten persons live in rural areas and are almost wholly dependent on agriculture for subsistence.” Senator Hartke said that as a result, “money is of little use except to buy a few supplies people can’t get from the land,” S4O A Year! He said average per capita income in terms of actual money
has been estimated at less than S4O a year. “But this is misleading,” he added, "since the per capita gross national product is in the neighborhood of SIOO Thus, most of the income of the average Guinea worker is in the form of products rather than money. A few men are moderately rich. Nearly all business and industry is in the hands of non-Africans, but in this developing nation, it is felt that in time to come this will be reversed through reduction of the high rate of illiteracy and on-the-job training.” He said the illiteracy rate in Guinea is about 90 per cent. Aluminum Plant Hartke said only one large manufacturing industry, the Fria alumina plant, has been built since independence. It represents a total investment of about $145 million, and additional millions to be invested over the next several years for expansion? American, British, French, Swiss and German aluminum companies co-own the plant. Olin Mathieson Chemical Corporation is the American partner. Nearly half of the nation’s 4500 manufacturing employes work at Fria. “Because of low literacy and economic productivity,” Hartke said, “the start toward a place in the world market has been slow for Guinea. But the year just completed may come to be recognized as the turning point away from a preliminary period of crash projects that ultimately will aid trade. As a matter of fact, during the three and one half years following independence, only one productive enterprise was built in addition to the Fria Alumina' complex. This was a small fruit-juice bottling firm.” U. S. - Guinea Trade Senator Hartke noted U. S. - Guinea export-import activity during 1961 was less than $4-million by each nation. This means, he said, that the U. S. share of Guinea’s total imports was five per cent, and of total exports, six per cent. Imports from the U.S. included were communications equipment, road and construction equipment, petroleum products and autos and trucks. Exported to the United States were alum-
ina, coffee and bauxite. •WhUe 1961 exports increased ever the previous year,” Senator Hartke said, "a still further increase in Guinean imports from the United States in future years will be provided through an expanded AID program and in agreement to import $10.6 million of U. S. surplus agricultural crops over the next three year period." Long Thanksgiving Weekend By Kennedy WASHINGTON <UPI) - President Kennedy plans to spend a long Thanksgiving weekend with his family at Hyannis Poet, Mass., next week. White House Press Secretary Pierre Salinger also said Thursday that the President was “almost certain” to held a news conference next week, probably on Wednesday. He said Kennedy probably would open the conference with a statement on Cuba.
