Congress Not Single Legislative Branch By DICK WEST United Press International WASHINGTON (UPI) - All sorts of explanations have been offered as to why Congress had so much trouble adjourning this One widely circulated theory is that former Speaker Sam Rayburn, who died last fall, forgot to tell the leaders who are now running the House how to adjourn it Not being able to turn it off, so to speak, there was nothing they could do but keep going until it ran out of gas. I recall that something similar happened when my wife was learning bow to drive an automobile. In my opinion, however, the adjournment problem is more complex than that. It has its roots Constitution itself and in theprevailing belief among the founding fathers that the federal government would have three branches. Four Branches As this year’s congressional session clearly demonstrated, there are actually four branches, which can be identified, reading from left to right, as the executive, the judiciary, the Senate and the House. It has become almost totally unrealistic to regard Congress as a single legislative branch, as the founding fathers envisioned. During the first part of a session, the two chambers get along weU together, mainly because they can ignor each other. The House passes its bills and the Senate passes its bills, and if both wan to investigate Billie Sol Estes, what’s the harm in a little duplication? It is when the time comes for the meeting of the twain that difficulties begin to arise. The hitch is in getting the Senate to pass the House bills and the House to pass the Senate bills. That, it seems to me, is the chief weakness of the legislative system. Offhand, I can’t see any good reason why they should have to come to terms. Enact Own Bills Why not let each legislative branch enact its own legislation and be done with it? The Senate could pass bills to please the liberals and the House bills to please the conservatives, or vice versa. That would make everybody happy and put an end to time-consuming compromises. It also would eliminate the necessity of the two branches adjourning at the same time. It might be argued that two different bills on the same subject would cause confusion, but that could be easily resolved. The President could veto one and the Supreme Court could declare the other one unconstitutional I Chewing Gum Stains Chewing gum stains on washable materials can be handled as follows: First pick off as much of the gum as possible. The gum may then be softened'by applying egg white. Laundered afterward in the usual way. Or soak the stained article in carbon tetrachloride turpentine, or kerosene, and then in warm suds. White-Stained Furniture i White stains on furniture are often effectively removed with toothpaste. Put a dab on the marks and let stand for a few minutes, then take a soft cloth, and rub. Sometimes a second application is necessary.
