School District Decline The number of school districts in the United States has declined 70% in the last 30 years, the NEA reports. - There are 36,402 school districts in the U. S. today, compared with 127,649 in 1932. The basic idea in reducing the number of school districts is to gain efficiency and improve the program. But if just small, weak districts join together, the new district may just be able to afford better inefficiency, NEA points out. In 1960-61, 16,551, or 45% of all remaining districts, employed nine or fewer teachers. But in 1947-48 four times that number of districts employed that number of teachers. Also, the ILS. has nearly 5,000 school districts that don’t even operate a school — like Preb- - le and Union township, the “rump” section of Washington township, etc. While there are still 4,677 of these, the number has decreased from the 17,131 existing in 1948. Since 1930, the number of one-teacher public schools has dropped from 148,711 to 15,018. Over half of the school districts in the U. S. operate only elementary schools. Nearly half operate both. Seven states — lowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, and South Dakota — have 42% of the nation’s school districts, less than 9% of the nation’s pupils. They have 81% of the nonoperating school districts, 53% of the remaining one-teacher schools, and 48% of the the elementary-only schools. Between June 30, 1960 and July 1, 1961, Wisconsin reorganized 1,206 of its school districts. The Distric of Columbia and Hawaii have just one school district each — with numerous schools,, of course. Alabama, District of Columbia, Florida, Mississippi, North Carolina, Utah, Virginia, and West Virginia have totally abolished all schools with nine or less teachers’. Eleven states have no school districts operating grade schools only. Editorial Writer Today Dick D. Heller, Jr.

Modern Etiquette I By Roberta Lee I Q. How can a young man and his sister (both unmarried) word the invitations to a wedding anniversary celebration in ronor of their parents? A. “Mr. Paul J. Robinson and Miss Patricia Anne Robinson request the pleasure of your company at the wedding anniversary reception of their parents, Mr. and Mrs. Henry M. Robinson, etc.” Q. My husband’s cousin is to be married soon, and we would like to give her money for her wedding gift. Would it be proper for us to hand the check to her at the wedding reception? A. This would be in very poor taste. Correctly, you send your check to the bride soon after receipt of your wedding invitation. Q. When having a piece of sUver for a baby engraved with only one initial, should this be the first or the last? A. The first. Animals raised apart from their own kind often do not know what species they belong to. In a Vienna zoo, an orphaned white peacock was kept in a house with giant tortoises. For the rest of its life, the" bird remained unresponsive to the charms of prettiest peahens, and saw only in the huge reptUes the object of its fancy.
