Suggests Table Os Contents In Record By DICK WEST Hatted Press Interaatfonal WASHINGTON (UPI) — Think what you might about the quality of its contents, there are no flies on the Congressional Record when it comes to speed. It provides overnight in printed from a complete transcript of the proceedings and debates in the House and Senate, and thus performs a valuable service. By reading the Record, members of Congress are able to find out the next morning what they said and did the day before. Recently, the House of Representatives voted to spend up to $50,000 for a study of ways to improve the Record’s appearance, legibility' and organization. Suggested Table Os Contents Rep. Edith Green, D-Ore., who introduced the proposal, suggested that the addition of a table of contents would be one way of making the Record more convenient to read. You can immediately see the advantages that would offer. It would enable a member of Congress to turn immediately to his own remarks without having to skim over what the other members had said. Mrs. Green also suggested that “the Ending might be changed so that the pages may be removed without having to employ surgical instruments.” She was, of course, being facetious on that point It doesn’t really take a surgical instrument to remove a .page from the Record. A hacksaw will do. In fact, if you soak the Record for several hours in a solution of kerosene and formaldehyde, the pages will come out with just a gentle tug. GMag Record Thought The only time I have needed surgical instruments was when I wanted to remove the appendix of the Record. At any . rate, I have been giving some thought to other ways that toe Record might be improved and one idea that occurred to me was to throw in a couple of columns. Rep. Walter H. Judd, R-Minn., a physician, could do a column on medical Rep. Jack Westignd, R-Wwh., a former amateur champion, could write one oo golf. Or vice versa. Another thing that might help would be to have a crossword puzzle.
