Poll Tax Ban Is Passed By House Monday WASHINGTON <UPI) — Congress, after decades of bitter I wrangling, has acted against the ' poll tax and asked the 50 states to join in a constitutional ban on it. The House Monday voted, 295, 80, for a proposed constitutional amendment that would forbid states to levy a poll tax as a condition for voting in congressional and presidential elections. The Senate approved the measure last spring, 77-16. The amendment now goes to the state legislatures. If 38 — threequarters of the total—ratify the measure within seven years it wilL become the 24th amendment to the Constitution. J../ The House vote also marked the end of serious efforts to enact voting rights legislation this year. President Kennedy, who requested the anti-poll tax amendment, also asked for legislation to outlaw unreasonable literacy tests. That bill is dead. Several other civil rights bills—notably a mandatory school desegregation measure — still are technically alive, but they appear to have little chance for approval. the streets of Monroe, according to the report by E.
