Barton, director of the Indianapolis insuring office of the Federal Housing Administration announced today that home Owners in the state of Indiana received payments from FHA in the form of distributive shares totaling $501,378 in the fiscal year ended June 30, 1962. Barton explained that payments of this kind are made by FHA in accordance with the mutuality provisions of the national housing act, to home owners whose mortgages were insured under section 203 of the act and have been paid in full. The payments are made from the mutual mortgage insurance fund, which operates in this respect like a mutual insurance company. They are similar to policyholders’ dividends, except that, instead of being made periodically, they are made only once, after the home owner has made the final payment on his mortgage. The mortgage insurance premiums included in the home buyer’s monthly mortgage payment are paid into the mutual mortgage insurance fund and, along with other income of the fund, are used for FHA expenses, insurance losses, and insurance reserves. If the premiums paid by the home buyer while his mortgage insurance losses, and insurance reserves If contract is in force amount to more that their proportionate share of these costs and reserves, the difference is refunded to him when About three of every four FHA home buyers receive these payments. Since 1945, when the first payments were made, through June 30, 1962, FHA has paid distributive shares to more than a million home, owners throughout the country in a total amount of $137 million.
