Os course, much depends upon the “older woman,” too. Some older women try to appear very young and might resent any obvious show of deference. The tax dollar you contribute toward aged medical care under public relief does not automatically earn you the right to health care benefits when you are 65. It does not relieve you of the burden o£ paying the major share of the medical costs of your aged parent. President Kennedy’s health insurance plan for the aged through Social Security does. Under the President's proposal, you, as an average wage earner, would contribute 81 • month through your Social Security payments. When yon reach the age of 65, yoa will be assured of health benefits. And so will your children when they retire. The money you are contributing is not given to the community. You will be buying your money’s worth in benefits to yourself and your entire family. And the community at large will be benefited through a savings in general revenun expenditures and tteeugh improved quality of medical care. For example, it is estimated that by 1964, expenditures for publie relief programs involving medical care will reach 8850 million. At that time, if the President’s proposal in passed by Congress, there will be a reduction of about 6156 million in this expenditure. And these costs will continue to go down as more and morn aged come under health earn through Social Security. What does this mean to private charitable organizations? They will have more money to build retirement villages, chronic disease centers and church homes for the aged, and to provide meals-on-wheels programs and other vitally-needed services. There now is a nation-wide shortage of nursing homes, and the current level of care in many of them is, unhappily, not of the highest quality because at present financing arrangements. The proposed Dr. Benjamin Spock program wifi pay for up to 180 days of nursing home care for the aged. This will encourage the building of more highquality homes, for these homes Will have to meet high medical standards if they want to qualify for the care of patients who come under the Social Security program. However, as Secretary of Health, Education and Welfare Abraham Ribicoff has Stated: “If hospitals have to collect from those who can pay the costs for those who cannot, the burden of middle-in-come hospital patients will be unconscionable." Under the President’s proposal, which provides for up to 90 days of hospital care for the aged (minus a |lO a day ! deductible for the first 9 days), hospitals will be assured of reasonable payment for their services. All in all, everybody stands to gain from the Social Secu-rity-administered plan — you, your family and your community.
