Most Os 1961 House Members Seek Offices INDIANAPOLIS (UPD- Eightyfive per cent of the members of the House of the 1961 Indiana Legislature either are running for renomination at the May 9 primaries or are seeking other offices. Only a handful of the legislators on duty during last year’s 61-day session are not among the 1962 candidates for 200 nominations 100 seats in the lower house of the General Assembly. The seven (7> School Board members of the interim board shall be apopinted thirty (80) days before the creation of the new School Corporation. The School Board members of Districts One through District Six shall be appointed by the Township Trustees and Advisory Boards of their respective Township of District One through District Six. There six (6) appointee members shall then appoint the School Board Member for District Seven. The Secretary of the Adams County School Reorganisation Study Committee shall, in writing, give a ten (10) day notice to said appointing authorities. k. Should this administrative unit be affected by petition then the School Board member could be elected at the Primary, eliminating the appointment of an Interim board. l. Voting ahd tabulation of votes shall be conducted tn the name manner as voting and tabulation in the Primary Election are conducted. In lhe event of a tie vote for any of said candidates, the Judge of the Adams Circuit Court shall select one (1) of said candidates who shall he declared and certified elected. m. Tn case of a deadlock in the appointment of the seventh member of the interim board of the Board of School Trustees, the Judge of the Adams Circuit Court shall appoint said member within fifteen (15) days of assuming office. 4: CONTROL AND ADMINIATRATION: CONTROL AND ADMINISTRATION: a. The control and administration of the Adams Central Community Schools shall be vested in a Board of School Trustees Whose rights, powers, duties, and liabilities shall be those of the Board of School Trustees of a city of the fifth class. b. In the proposed administrative unit of the Adams Central Community Schools, the Board shall, except in unusual cases, hold Its meetings in the office of the Superintendent, of Schools or at a place mutually designated by the Board and the Superintendent, and shall maintain al! records and transact all business from such place. c. At all meetings of the Board of School Trustee*, a quorum shall consist of a majority of the members of the Board. Any decision, ordinance, or resolution must have the vote of a majority of the total number of members in order to pass. 5: COMPENSATION: COMPENSATION: Compensation for each Board Member shall not exceed a maximum of 8150.00 per year. In addition, reasonable expenses, including mileage, lodging, registration fees, and meals for members may be allowed as approved by the Board of School Trustees. 8: TERMS OF OFFICERS: TERM OF OFFICE: a. The members of the Board of Schoql Trustees shall serve until their successors are elected. Exception to this rule exists where the Trustee moves out of the administrative unit then the position will be considered vacant. b. Vacancies caused by death, resignation, moving out of the administrative unit and for any other cause, shall be filled bv appointment by the remaining members of the Board of Schoo) Trustees for the unexpired term. c. nomination, and Rep. John Mitch- 1 ell, D-Flat Rock, is seeking the i 10th District congressional nomin- i ation. Former Rep. Joe A. Harris, DSulUvan, is chairman of the Indi- < ana Alcoholic Beverage Commission. Four House members aspire to the State Senate—Rep. Allan E. Bloom, R-Fort Wayne; Rep Charles Clem, D-Princeton; Rep. Charles H. Schenk. D-Vincennes, and Rep. Donald Yeagley, D-South Bend. The remaining 78 House members want to go back for new two-year terms. Some are opposed in the party primary, others have free sailing into the November election. There are precisely 400 candikates for the 200 nominations for 100 House seats. Actually, there are only 399 actively seeking nominations, since Vincent Van Cleve of Evansville withdrew after the deadline because he is moving to Illinois. Os those candidates 217 are Democrats and 183 Republicans.

Os the Republicans, 44 are unopposed, and of the Democrats 39 are unopposed. There are 54 Republican contests for House nominations, a decrease of 10 from the 1960 primaries, and there are 58 Democratic contests, a decrease of six from 1960. Five candidates for House seats won’t be nominated at all. Three Democratic and two Republican spots on the primary ballots are devoid of candidates, so political party leaders will have to select candidates next summer unless they want the elections in their areas to go to their opponents by default. The 1961 House was made up of 66 Republicans and 34 Demo-i crate. The ratio of males to females in the U.S. population is 97 to 100, according to records of thei Bureau of Census. The assets of the present school corporation of St. Marys School Township, Blue Creek School Township, and Adams County Central. School Corporation (except one (1) school bus, which shall be assigned to the North Adams Community Schools) shall become the assets of the proposed Adams Central Community Schools. The assets of the Northern five (•) mile area of French Township (part of the present Berne-French Township School) shall be assigned to the proposed South Adams Community Schools, except two (2) school buses, which shall be assigned to the Adame Central Community Schools. The liabilities of the present St. Marys School Township. Blue Creek School Township, and Adams County Central School Corporation shall become the liabilities of the proposed Adams Central Community Schools. Tne liabilities of the northern five (5) mile area of French Township (part of the Berne-French Township School) shall be assumed by the proposed South Adams Community Schools. Sections twenty-seven (27) through thirty-six (86) Mortroe Township (part of the present Adams County Central School Corporation) shall jointly assume, along with the remainder of the reorganised unit, the liabilities of the proposed South Adams Community Schools. Taxes levied and collected from the Northern five (5) mile area of French Township, sections one (1) through Twen-ty-six (26) and area north of the Wabash' River in Sections Twen-ty-seven (27) and Twenty-eight (28). for bonded indebtedness - and heaaeTental payment shall go to the Routh Adams Community Schools for the remainder of the calendar year 1962. Assets and I.labilities Table 1.22 shows the assets and liabilities of the School Corporations in Adams County. The value of the school buses were ascertained by the transportation committee, who used a fixed depreciation standard based on the original cost of the equipment. The value of the assets of School City of Decatur, Adams County Central Consolidated School Corporation, and Berne-French Township Consolidated School Corporation: are insurance values, while the Township School Corporation assets 'have been determined by the original costs leas depreciation. American Women Are Best-Dressed By GAT PAULEY UPI Women’s Editor NEW YORK (UPD—Hooray for Oleg Cassini. Let the women of the land vote him a medal of some sort. The designer for the nation’s first lady now comes to the defense of women everywhere who painstakingly plan the i r wardrobes. These women often get no more than a grunt of dissatisfaction about the bills from the men in their lives. But, ladies, Mr. Cassini is watching you. . .and applauding your clothes know-how. "Our list of best-dfessed women in America is as long as the [ Manhattan telephone book,*’ said the designer. ! (The directory weighs 4 pounds, .■ 10 ounces, has 1,780 pages and ■ four rows of single-spaced names jto the page.)

Cassini gave two reasons for putting a lot of females right up there with those internationally famous for their clothing chic. One, these women are willing to spend a lot of time to look attractive. The other, “the birth of our national couture, which has enabled us to dress so many beautiful and chic ladies in this country.” I asked Cassini whether some of the nation’s chic women, even if they weren’t big “names,” shouldn’t make those best-dressed lists alongside a Mrs. Kennedy, a Mrs. William Paley, or the Duchess of Windsor. I mentioned a personal campaign in which my annual ballot in one poll always nominated the working girl — 10 times, in each of the 10 spaces on the ballot. The campaign, I admitted, was getting nowhere. Cassini agreed she deserved recognition — “she is better dressed than her counterpart in any other place in the world.” But he added that letting the internationally known hog the space helped the rest of us females because i tcreated “an interest in being elegant.”

Compliance Reports By 27 Contractors INDIANAPOLIS (UPI) — Indiana Civil Rights Director Harold Hatcher reported today that of the first 27 highway contractors filing compliance reports with Governor Welsh's executive order for nondiscrimination, only one employed any Negroes. That one firm had two unskilled Negro workers. Hatcher told the Civil Rights Commission at today’s meeting that the report was inconclusive because it did not represent all contractors holding state road and bridge contracts and covered a time of limited outdoor activity. He said only 356 persons were employed by the 27 contractors

making reports and the two Negroes represented less than onehalf of one per cent Hatcher said the State Purchasing Department —the second of the two departments in which the commission is attempting to obtain regular compliance reports—has not yet filed any reports. Hatcher explained the plan placed into operation by his agency called tor compliance reports from epntractors in these two departments every 90 days and the first were due April 15. The commission agreed it would be premature to judge the amount or lack of compliance with the governor’s non - discrimination order on the basis of the first 27 reports and decided to wait until July 15, the next reporting perlon Reports also we re given on checks made by staff members at Purdue and Indiana Universities to determine if employment discrimination exists. Taxes levied and collected from ths northern two (3) mile area of Washington Township, sections one through 12, exclusive of the Civil City of Decatur, for bonded indebtedness, lease payments, Veterans Memorial payment, shall go to the Adams Central Community Schools for the rest of the calendar year of 1942. This payment shall be based on the proportion of resident pupils in this two mile area to the total of resident pupils in Washington Township, a part of the present Adams County Centra) Consolidated School. The North Adams Community Schools shall levy and collect taxes in sufficient amount to pay ths Interest and principal of the School Aid Bonds of Root Civil Township, as provided in Ssction 18 of Chaptsr 202 of the Acts of 1959, as amended by Chapter 322 of the Acts of 1941. Payments shall be made on June 20th and December 24th of each year until bonds ar* retired to the Civil Township Trustee of Root Township, Adams County, Indiana. The first payment shall be made as of June 20th following the June distribution of taxes from the County Auditor. b.
