To Issue Numbers To All Taxpayers WASHINGTON (UPD-The Internal Revenue Service got a gr.een light from the House Appropriations Committee today to deal with each taxpayer by number—instead of by name. The committee asked Congress to put up $5 million to pay for issuance of identification numbers to all taxpayers to combat tax Cheating. The numbers—along with other information about each taxpayer’s income—will be fed into highspeed computing machines to check on the honesty of tax returns. . ... At the same time the committee cut sl6 million from President Kennedy’s budget for tax collection personnel. It recommended that Congress let the Internal Revenue Service hire only 1.600 of the 4.514 extra agents, auditors and other employes Kennedy had budgeted. The committee made the moves in sending to the House floor for action next Tuesday the first regular money bill of the session. It carried $5,461,671,000 for the Treasury and Post Office departments and the President's executive office for the fiscal year starting July 1. This was $113,715,000 less than Kennedy requested, but $145,041,000 more than Congress appropriated for the agencies last year. The committee approved in full budget requests of $2,545,000 for the White House office, and $658,000 for the executive mansion grounds.
